The State - Communities jury, meeting in Troyes on 14 November 2022, announced the names of the three candidates authorised to continue the procedure of the call for expressions of interest for the conversion of the Clairvaux site. The winner will be selected by the end of September 2023.

Anticipating the closure of the central house, the State, owner of the former abbey and prison of Clairvaux, carries a strategy of heritage reconversion, economic, tourist and cultural development that will give the exceptional character of the site the development it deserves in a strategy of attractiveness of the territory.

In this context, the Ministry of Culture, in partnership with the Direction of State Real Estate and in close relationship with the Grand Est Regional Council, the Departmental Council of Aube and the community of communes of Bar-on Aube, launched a call for expressions of interest to succeed in the challenge of this conversion.

The application phase of the call for expressions of interest launched on 8 July 2022 closed on 30 September. Eight project promoters expressed their interest in setting up new activities on site.

In accordance with the provisions laid down in the Rules of Consultation, a committee of representatives of the State and local and regional authorities met on 2 November 2022 under the chairmanship of Mr Barthélemy CHAMPANHET, Sub-Prefect of Bar-sur-Aube, to analyse applications received according to criteria related to their professional and technical capacities (references, skills, organization and financial capacities).

On November 14, 2022, under the chairmanship of Madame Cécile DINDAR, Préfète de l'Aube, the State – Communities jury met, which, after deliberating, proclaimed that the following candidates were authorized to continue the MAI procedure:

  • ADIM EST;
  • EDEIS CONCESSION;
  • REDMAN-SOVERENCY.

The President of the Jury thanks the unsuccessful candidates for their interest in the Clairvaux site and invites them, if they wish, to approach the successful candidates in order to measure the feasibility of joining their projects.


As regards the follow-up to the conversion methodology and as provided for in the Consultation Regulation, several rounds of dialogue and negotiations with the three successful candidates will be conducted to build the conversion projects.

At the end of these different phases, the State – Communities jury will meet again to select the most ambitious project in terms of heritage development and regional development, but also the most relevant with regard to the activities envisaged and the proposed economic model. The goal is to have selected the winner at the end of September 2023.
