Promoting French culture and language in the European Union and in international bodies
The Ministry ensures the place given to culture, works and artists in all public policies of the European Union and participates in the construction of the EU’s cultural policy. The European directive on copyright in the digital single market echoes this dual challenge. At the international level, France takes an active part in multilateral bodies such as UNESCO or the OIF.
Protecting and contributing to the diversity of cultural expressions
In the framework of international free trade agreements, France was at the initiative of the principle of cultural exception, essential to the protection of the diversity of cultural property, at the heart of the 2005 UNESCO Convention, for which France was also one of the leading countries.
Promoting intercultural exchanges
The intercultural dialogue set up by the Ministry of Culture involves the reception and mobility of professionals, artists and foreign and French students. Cooperation between France and its foreign partners is encouraged. The organization of joint operations with countries around the world, like the Cultural Seasons, allows the promotion and dissemination of foreign cultures in France. Other initiatives, such as the Grand Prix SGDL – Ministère de la Culture pour l'œuvre de traduction created in 2018, contribute to this objective.
Share and value French cultural expertise
The Ministry of Culture’s International Cultural Expertise mission is the entry point for the demand for expertise from foreign partners carrying out cultural development projects. Its role is then to provide tailor-made support through the mobilization of skills. The offers of expertise cover all the fields of action of the ministry: heritage and museum, training of foreign professionals, cultural tourism, governance, regulatory framework, etc. This expertise is also provided to foreign governments through bilateral twinning by the European Union, with a view to contributing to the cultural development of neighbouring countries.
