City policy
Concerned about greater equity of access to culture, the DRAC Île-de-France prioritizes its intervention in favour of the inhabitants of territories that may be remote for social or geographical reasons, In particular, in the City’s political districts (QPV).

Facilitating access to culture in City Policy neighbourhoods
The city’s policy involves all the ministries, including the Ministry of Culture, which supports certain projects in favour of the inhabitants of the neighbourhoods covered by the priority geography of the city’s policy.
The DRAC-Île-de-France pursues a proactive policy towards cultural structures by supporting projects in favour of priority neighbourhoods. It involves the Deputy Prefects for Equal Opportunities and the Sub-Prefects responsible for city policy in choosing the artistic and cultural projects selected, in order to ensure complementarity between existing public support.
The inhabitants of priority neighbourhoods often suffer from social isolation, rarely frequent places of cultural dissemination and do not allow themselves to have an artistic and cultural practice. The artists who propose the projects, through their interventions and by involving the inhabitants in the creative process, restore confidence, hope and self-esteem to the participants. They value them and make culture accessible.
If the project is successful, the inhabitants allow themselves to new artistic practices and cultural outings.
Culture is a powerful lever for the integration and remobilization of people in social difficulties . Artists can also accompany the inhabitants as part of an urban renewal to keep the memory of the neighborhood and its inhabitants.
Cultural structures may respond to the annual call for projects. Projects are selected according to the following selection criteria:
- Quality of the artistic and cultural project (interventions of professionals over the duration, originality of the project according to the difficulties of the inhabitants, );
- Choice of priority area of the city’s policy (first action on the area, specific difficulties, etc.);
- Appropriate choice of beneficiaries (social difficulties and distance from culture) while facilitating social and intergenerational diversity;
- Ability of the cultural structure to intervene on a neighbourhood taking into account the local actors of the city policy and to associate itself with a structure of the social field to better support the beneficiaries;
- Ability to mobilize and make diligent beneficiaries;
- Relevance of the objectives and practical arrangements of the proposed evaluation (time and duration of the evaluation, participation of beneficiaries and partners, choice of indicators according to objectives).
Culture and social connection
The call for projects Culture et lien social makes it possible to support actions for the benefit of the inhabitants of priority neighbourhoods.
The average amount of aid, of €8,000 per project, ensures a substantial artistic presence and supports quality projects. This policy, which benefited from a dedicated budget of €887,750 in 2021, helped fund 128 projects. A prospective audience of 21,772 was identified for these projects, benefiting from 22,090 hours of artistic intervention.
In 2021, the DRAC also supported 10 projects outside the call for projects in the city’s politics on an experimental basis and in under-represented fields, in less well-equipped territories or for measures relating to training or vocational integration.
Twinning between national public institutions and priority safety zones, initiated by the regional prefecture, continued in 2021, the last year of the 22 triennial agreements. Work was carried out at the end of the year on a new generation of agreements, which will allow from 2022 to intervene in 26 territories.
This is my legacy!
Operation "It’s my estate!" The objective is to discover heritage by young people mainly from the social field during school holidays. It relies on artists, scientists, professionals in culture, heritage professions, mediation, education and social ties to enable young people and their families to take ownership of heritage places in an original way. The interest of the youth is obvious. Île-de-France has recorded a consequent increase in the number of project promoters.
