Josiane CHEVALIER, Prefect of the Grand Est Region, Prefect of the Bas-Rhin; Jean-Paul HASSELER, President of the Chambre régionale du commerce et de l'industrie du Grand Est; Christian BERTHOLD, President of the Regional Council of the Ordre des experts-comptables du Grand Est and Master Eric RICOU, President of the Interregional Council of Notaries of the Courts of Appeal of Colmar and Metz have formalized the birth of the Pôle patronage Grand Est le 1er February 2024, at the Palais du Rhin, headquarters of the Direction régionale des affaires culturelles du Grand Est (DRAC).
20 years of patronage
The Ministry of Culture built the law on patronage and foundations, known as «Loi Aillagon». Voted on 1er In August 2003, it signed the establishment of a patronage system among the most advantageous in Europe, pillar of the French «cultural exception», and an asset that has become indispensable for the financing of organizations of general interest.
This law has not only been at the origin of an unprecedented development of corporate patronage and individuals in particular in favor of culture. It has allowed the development of a culture of patronage that has spread throughout our territory, in all types of businesses, institutions and structures of general interest.
Supporting the development of patronage
The national protocols for the development of patronage, signed in 2005-2006 by the Ministry of Culture and its partners (CCI, Ordre des experts-comptables, Notariat and more recently Barreaux), renewed in 2021, have set as a priority the creation of «regional sponsorship poles» extended to all areas of the general interest. These clusters will make it possible to pool means of action and information and encourage collective initiatives – business clubs, foundations, endowment funds, associations – which are the levers for concrete achievements in the territories.
The development of patronage was thus based on a network of patronage correspondents designated from 2004-2005 by the institutions of the Ministry of Culture and its partners. In connection with the ministry sponsorship mission, they publicise the legislation in force, promote good practices and work to bring stakeholders closer together. Successful partnerships and different experiences on the ground have proved that a federation is needed to develop the impact and dissemination of this device.
A first sponsorship centre was founded in the Pays de Loire from 2014. This one having generated remarkable results, the Minister of Culture confirmed on September 30, 2021 its mobilization, with the wish to accompany the creation of sponsorship-pilot poles in three regions: Grand Est, PACA and Nouvelle-Aquitaine. The success of these clusters will allow the implementation of the system throughout France.

The birth of the Grand Est sponsorship cluster
From 2016, as part of the national convention, the DRAC and theRegional Order of Accountants of the Great East have joined forces to promote regional sponsorship among project leaders and companies, as well as to expand the network. They were joined by the Regional Chamber of Commerce and Industry, and the Interregional Council of Notaries of the Courts of Appeal of Colmar and Metz.
Created in the form of an association Loi 1901 at their initiative and in partnership with the DRAC Grand Est, the Grand Est sponsorship cluster aims to bring together, within the same structure at the regional level, the major players in the economic worlds, associations, institutions and civil society.
Its objectives are to federate, support and raise awareness among sponsors, project leaders and the general public; to identify, promote and disseminate innovative practices in line with the spirit of the legislation; to support structuring projects in the territory in culture, in particular collective sponsorship, and all areas of the general interest. This launch is already generating proposals for partnerships and initiatives across the territory.
Its founders are the guarantors of the regulation and the ethics of the device.
The Sponsorship Pole Grand Est is a unifying tool, who is not intended to raise or distribute funds.
