The DRAC Grand Est can support projects led by associations, communities, public institutions, and under certain conditions to individuals, companies and individual companies, in the areas of intervention of the Ministry of Culture.

The general framework
To apply for a grant, you must complete on the platform Simplified Procedures the application file corresponding to the status of the applicant and the nature of the project, then return it with all the documents requested from the department concerned.
Investment grants may be devoted to “financing the various phases of an operation, such as studies, research and development, real estate acquisitions, construction or development work, major repairs and restorations, equipment excluding simple renewal.”
Investment aid 2023 all sectors excluding historic monuments

The State may grant to natural or legal persons under private law, as well as to public persons, grants for the implementation of tangible or intangible investment projects, for the implementation of a policy of general interest.
Before applying for an investment grant, it is requested to contact the DRAC Grand Est department concerned very early.
The decree no 2018-514 of 25 June 2018, which amends two articles of the General Code of Territorial Collectivities (CGCT, art. R. 1613-7 and R. 2334-24), aims to simplify the rules relating to grant applications charged to the State budget and to harmonize the procedures for their investigation.
Theorder of 21 August 2018 ( NOR: CPAB1819920A) specifies the information to be provided in respect of the identity of the applicant and the grant application. It details the information that the applicant can attest on the honor since 1er july 2019.
Theorder of 12 November 2019 (NOR: MICB1930688A) specifies, for its part, the list of additional documents that may be requested for grants under the Ministry of Culture for the areas of: Museums - Archives - Historic monuments and protected areas - Preventive archaeological excavations - Structures for the creation, production, dissemination of performing arts and cultural development.

Archive services: application for investment grants
Article R 212-54 of the French Heritage Code – Local and regional authorities shall inform the Prefect of any project for the construction, extension or development of buildings for archival use, as well as projects for works in these buildings. The prefect has two months to make his opinion known to the local authority concerned. Work cannot begin until this notice is provided.
Any grant allocation pursuant to [Article L 212-7] shall be subject to the technical approval of the French Archives Department of the Directorate-General for Heritage and Architecture.
Article L 212-7 of the French Heritage Code – Local and regional authorities shall continue to benefit from financial assistance from the State for the conservation and development of their archives under the conditions in force on 1 Januaryer january 1986.

As part of the sector contract between the DRAC Grand Est, the Grand Est Region and the National Book Centre, five calls for projects are published:

Summer cultural: authors and illustrators youth and libraries
- Call for applications "La Fabrique du livre jeunesse": workshops on artistic practices by authors/youth illustrators in libraries (deposit 2023 closes);
In an objective of social cohesion, the Ministry of Culture implements various programs whose objective is to allow access to culture to populations furthest from cultural practices, for social or physical reasons (disability, reason of health or age, under hand of justice...).
The Ministry signs interdepartmental conventions to build a policy adapted to the reality of the specific situations of these audiences, which are translated into agreements between the DRAC and the decentralized departments of partner ministries.
These policies are subject to specific aid or annual calls for projects.

Cultural Summer 2024 - Grand Est
ESTivants Youth Residences

Coordinated by the association Scènes et Territoires, this AMI supports the establishment and development of individual or collective residencies of young artists in the regional territory.

Call for applications: fluxus, cultural and artistic incubator of the Great East
fluxus, the cultural and artistic incubator of the Great East is recruiting its fifth promotion.
This regional incubation scheme is intended for cultural and artistic entrepreneurs located in the Great East: it combines collective training and individual support to support, for a year, intensively, project leaders in the process of creating a viable and sustainable economic cultural and creative activity.

Cultural Olympiad: labelling of Grand Est projects
The Ministry of Culture mobilizes a fonds "Cultural Olympiad of Paris 2024" enabling the deployment of artistic and cultural programming throughout France, through certified projects carried out by cultural and sports stakeholders.
Projects that explore in an unprecedented and original way the links between culture (in all fields of activity) and sport are concerned.
A note of intent and a provisional budget must be sent to the Drac Grand Est. The submitted projects will then be submitted to a national validation committee.

On the occasion of the 2024 Olympic Games, the Ministry of Culture is mobilizing a "Cultural Olympiad of Paris 2024" fund of €12 million enabling the deployment of artistic and cultural programming in all French territories, through certified projects carried out by various cultural and sports stakeholders.
Actors from the cultural and sports world, wishing to develop projects that explore in an unprecedented and original way the links between culture and sport, can apply to be part of this unprecedented programming. A memorandum of intent and a provisional budget must be sent to the Drac Grand Est, by January 13, 2023. The submitted projects will then be submitted for validation by a committee associating Ministry of Culture and Organizing Committee of the Olympic and Paralympic Games Paris 2024.
The projects submitted will have to respond to the broad guidelines shared with Paris 2024:
- Invite: decompartmentalize the worlds of sport and culture by engaging actors in the artistic and cultural world to invite athletes and vice versa
- Moving: organizing cultural events in sports venues and vice versa
- Participate: schedule highly participatory and inclusive events
Projects must:
- Either associate a place, a structure mixing artists and athletes
- Either have sport or Olympic values as a subject
Successful projects will then have to register imperatively on the platform of the Cultural Olympiad (https://www.paris2024.org/fr/olympiade-culturelle) with a view to their labelling «Olympiade Culturelle Paris 2024», a necessary condition for receiving financial support from the STATE.
