The History Committee of the Ministry of Culture, at the initiative of Pascal Ory and in collaboration with the Centre d'histoire sociale du XXe in September 2000, launched a research programme on «Cultural Policies in France from 1981 to 1988». The objective of the interviews conducted between 2001 and 2003 as part of this study with 16 administrators of culture, is to contribute to the analysis of public policies implemented by the Ministry between 1981 and 1988 and its field of action (Ministries Lang and Léotard). The History Committee heard testimony from administrators who were in office – in Finance and Culture – at the time the budget of the Ministry of Culture doubled (1981), unprecedented in the history of public policy in culture and in administrative history. It is an exciting and promising experience to hear from witnesses who were very young when they took on the responsibilities and who still remember the issues, strategies and difficulties of implementation.
