Support for festivals
These means are an illustration of a determined commitment in favour of these permanent actors of cultural life, since they allow artists to meet audiences, promote the structuring of artistic and cultural sectors and contribute to the cultural and economic development of the territories.
Traditional aids stabilized or strengthened
Within the overall funding envelope, there are “traditional” government grants to festivals:
- Support for artistic creation is provided to major national and international festivals in the region: 954,880 for 18 festivals in the field of living arts and 64,000 € for 11 literary festivals;
- The cultural and territorial action of festivals, in that it aims to promote access to culture for all audiences through the implementation of artistic and cultural education activities, is supported to the tune of 209,670 € (up 24% from 2022);
- The Cultural Summer program – artistic and cultural activities specific to the period of July and August – also allows 50 festivals to be supported in 2023 (39 in 2022) for an amount of €250,000 (€237,500 in 2022).
Finally, support from the State’s public institutions completes the picture. To date, the Centre National de la Musique (CNM) supports 20 festivals to the tune of €372,000; the Centre National de la Cinématographie et de l'image animée (CNC): 17 festivals to the tune of €303,700; the Centre National du Livre (CNL) 11 festivals to the tune of €240 K.
The «Festival Fund» to accompany the ecological transition
For several years, sustainable development issues have been at the heart of cultural policies in France and the signing in 2021 of the “Sustainable Development Charter for Festivals” provided a framework for amplifying eco-responsible practices at events. The festival fund – launched by the State in 2020 to support cultural events weakened by the health crisis – dedicated to the field of artistic creation, this year targets, in particular, actors committed to the ecological transition. The State (Regional Directorate of Cultural Affairs) is benefiting from a dedicated envelope of €1,026,000, which enabled it to support 49 festivals in Occitania out of 180, in a context of 115% increase in requests compared to last year.
Among the expected “green” objectives are general actions such as responsible waste management, respect for natural sites, the control of water and energy consumption or specific actions for soft mobility such as the establishment of shuttles, car sharing systems or incentives to favour public transport.
In addition, it should be noted that of these 49 festivals, 11 are supported under their triennial agreement with the State (Regional Directorate of Cultural Affairs), a «structuring aid» in recognition of their particularly structuring role in the Occitanian region: Villeneuve-en-scène (30), Pablo Casals (66), Convivencia (31), festival Neuf Neuf (31), Printemps des Comédiens (34), festival de rue de Ramonville (31), Montpellier danse (34), MIMA (09), Marionettissimo (31), Jazz in Marciac (32) and Montpellier Radio France Festival (34).
