The Ministry of Culture and the DRAC Grand Est support scientifically and financially the enrichment of the collections of museums in France.

The transition to the Regional Scientific Commission "Acquisition" (CSR): a prerequisite for financial support from the DRAC
For museums benefiting from the designation "Musées de France", the law stipulates that any decision to acquire, free of charge or for a fee, is necessarily preceded by the opinion of the Regional Scientific Commission (CSR) of the collections of "Musées de France".

It is possible to present the files wherever the session takes place, either by going on site or by videoconference from one of the sites of the DRAC Grand Est.

The organization of the Regional Commission "Acquisition"
The Regional Scientific Commission (CSR) sitting in training competent to examine the acquisition projects issues a simple noticeprior to any decision to acquire - for a fee and free of charge (donation, bequest, appropriation) - a property intended to enrich the collections of a "Musée de France".
The favourable opinion issued by the experts is a mandatory prerequisite for any financial assistance from the DRAC Grand Est.
Acquisition projects submitted to the Regional Scientific Commission shall be examined according to the following criteria:
- interest of the object in relation to the museum’s collections, in ) taking into account in particular the objectives of the acquisition policy set out in the scientific and cultural project of the museum and the French public collections;
- authenticity of the object;
- state of the object (which may, where appropriate, be subject to scientific review);
- appreciation of the price of the object.

The documents to send when filing your file:
The following documents must be sent by courier to the museum advisors in your area (see contact details at the bottom of this page), about 7 weeks before the commission (see the commission dates above).
- the acquisition application form accompanied by the documents detailed in this form;
- the "vote acquisition" model table to be filled in (city, name of the museum and the first 6 columns).
NB : incomplete applications cannot be examined.

Regional Museum Acquisition Fund (FRAM)
A policy of state/regional support
The Fonds régional pour l'acquisition des musées (FRAM) du Grand Est is an annual public support mechanism, mobilizing at parity the resources of the State and the Region.
Its purpose is to partially subsidize the acquisitions of works of art and objects of collection that the museums of the region, having quality of "Museums of France", wish to carry out.
Applying for FRAM assistance
Once the favourable opinion has been sent to the regional scientific commissions (CSR) or at the end of a permanent delegation, the museum is invited, if FRAM assistance is desired, to promptly submit to the DRAC – and the Region – the official request for the acquisition project(s) for the FRAM support(s) being considered.
The museum advisors present the files based on the discussions established during the CSR, before discussing the amount that will be granted.
FRAM Annual Session Calendar
Two sessions are organized in 2024 :
- June 28, 2024 (previously set June 21): Application deadline: 31 May 2024
- November 8, 2024: Application deadline: 11 October 2024

Amount of aid
The amount of aid varies according to the financial capacity of the community and the exceptional nature - for the institution - of certain purchases.
It currently amounts to 50% for the combined State and Region shares and can sometimes go beyond. A floor of € 1,000 is imposed, but it is possible to build coherent lots to reach this minimum amount.

Support the acquisition of major works
Acquisitions of works by museums in France may be assisted by the State under the Heritage Fund.
Works of major interest and for which the acquisition is the only means of protecting the national heritage or allows a remarkable enrichment may benefit.
The call for the Heritage Fund must be included in the initial funding plan.
The Heritage Fund grants may not be in addition to the grants on the State part of the FRAM, but may be combined with the Region part.
