The methodology
From November 2019 to December 2020, the Estates General of the Cultural and Creative Industries (ICC) are led by Catherine Pégard and Bruno Patino.
The working groups organized on this occasion will bring together representatives from all sectors on themes of common interest. This could include access to financing, issues related to intellectual property protection, exports, artificial intelligence, or training in new professions or any other theme desired by the sector.
The work of these groups, meeting from December 2019 to March 2020, will be presented at a plenary meeting of the States General in the spring, in the presence of the President of the Republic, who will install a Strategic Function Committee (FSC), to determine what may be the main axes of an industry contract, which could be signed before the end of 2020.
The governance of the CSF will involve representatives of companies and the State, who will define in a contract of function a number of key objectives. It will specify a joint work programme, including structuring projects, and the commitments made by the actors in the sector and the State to each other in this regard. These projects could be of an industrial nature, or structuring for economic models, innovation policy, export, training and promotion of sectors. They will be selected in 2020. This CSF will aim to bring cross-cutting projects to several cultural and creative industries; it can be coordinated with pre-existing or future approaches to structuring a cultural or creative industry.
