UDAP de la Seine-Saint-Denis
The UDAP of the Seine-Saint-Denis is committed to the preservation and enhancement of the urban, heritage, architectural and landscape living environment of the department. This dense and fragmented territory was built on a complex history linked to the development of the capital region, the structures of which are sometimes hidden from view. Today it offers a diversified face, which links the necropolis of the kings of France with the experiments of social housing, passing through the vestiges of all industrial revolutions.
The architect of the Buildings of France is an actor of the development of this territory, for an evolution in harmony with this richness and this landscape diversity. The AFB participates in the preservation of spaces and the promotion of architectural quality through its opinions in protected spaces. It supports developers of development projects towards an early integration of the heritage component. It contributes to the scientific and technical control of the work on all the historical monuments of the department. It ensures an architectural watch by promoting the labeling of remarkable ensembles, especially as regards the recent heritage, from the beginning of the 20th century to the present day. The ABF is also the curator of a historic apartment in the state, assigned to the Ministry of Culture: the cathedral basilica of Saint-Denis.
The team of the Seine-Saint-Denis pole of the UDAP is composed of a head of department and his deputy, architects of the Buildings of France, an engineer of the cultural services and heritage and two technicians of the cultural services and the Buildings of France, and an administrative assistant.
Our missions
Implementation of protected spaces regulations. The regulations distinguish three large families of protected areas: surrounding historic monuments, remarkable heritage sites and finally listed or classified sites. UDAP’s missions on these sites are diverse: to monitor and ensure the preservation of protected areas, to contribute to their development by participating in the appraisal of development projects, to propose, animate and coordinate studies relating to heritage sites (for example for the definition of the so-called "delimited" perimeters of the surroundings), participate in the establishment of advertising regulations and city signs, as well as in the definition of guidelines and the elaboration of planning documents.
Promotion of architectural quality : The UDAP plays a consulting role with the project owners in the development and implementation of their architectural projects and ensures that the heritage is taken into account. The UDAP ensures the insertion of regulations relating to the quality of constructions, the protection of landscapes and the consideration of heritage, but also encourages the production of contemporary architecture that integrates harmoniously into its built or natural environment.
Scientific and technical inspection of the historical monuments of the department The Seine-Saint-Denis pole of the UDAP ensures, in conjunction with the DRAC-CRMH Île-de-France, the implementation of scientific and technical control over the historical monuments listed and classified by the department. During the phase preceding the granting of the work authorization, it has a role of guidance and information of the contracting authority in order to verify that the programmed interventions. In addition, it is responsible for a territorial mission to periodically check the health status of protected historic buildings for statistical purposes and to update existing data. Throughout the duration of the project and upon acceptance of the work, the service ensures in situ compliance with the provisions of the approved project as well as the effective consideration of the requirements, reservations and conditions notified to the owner when issuing work permits. The CST applies from the outset of the technical and preparatory studies, if they have been prescribed before the start of the work, and throughout the duration of the work. He exercises himself "on pieces and on the spot".
Intervention on site projects protected under the environmental code The listed and inscribed sites present in the department of Seine-Saint-Denis, protected in the light of the general interest of their preservation, at the point of artistic, historical, scientific, legendary and picturesque life as defined in the environment code, may not be destroyed or altered in their condition or appearance. The pole of the Seine-Saint-Denis of the UDAP ensures the preservation of these sets (Montreuil peach walls, Poudrerie de Sevran, etc.).
Conservation of the Cathedral Basilica of Saint-Denis : The Basilica-Cathedral of Saint-Denis and its site is a listed historical monument belonging to the State (1862 + 1926), managed by the Ministry of Culture (DRAC-IDF), administered by the Center of National Monuments and invested by three users (The parish, the museum, the Festival de musique de Saint-Denis). The head of the UDAP 93 - architect of the buildings of France – designated curator of the building and Sole Security Officer ensures the maintenance work related to the enclosure and the cover, as well as those related to the fire and anti-fire safetyintrusion, in liaison with the three main users, representatives of the firefighting and security forces (Prefecture and City). The curator and R.U.S. also carry out scientific and technical control missions on the monument in partnership with the DRAC-CRMH (movable objects).
