Culture and Tourism
Tourism is one of the main modes of access to culture and cultural practices. As such, the Ministry of Culture is attentive to the provision of services promoting the appropriation and understanding of cultural places, essential to the tourism ecosystem and to cultural democratization and the transmission of knowledge. On 19 January 2018, with the Ministry of Tourism, it signed a national framework convention on cultural tourism with a triple objective: access for all to culture; the cultural development of territories; Increased tourism economy of destinations.
OUR MISSIONS
Cultural tourism in Ile-de-France
One of the main reasons for discovering the Ile-de-France region for foreign, French or even Ile-de-France visitors is culture: the richness of its heritage, material and intangible, the vitality of its creation and artistic scene, its cultural and creative industries, language and lifestyle. This offer represents a tremendous opportunity for the tourism and cultural development of the Region and allow it to maintain its position as a leading destination in the world.
Finally, tourism represents an important potential for the revitalization and economic, social and cultural development of our territories. In this case, we need to evolve our tourism development model today mainly focused on Paris and a small number of large sites. The heritage and artistic offer, well distributed throughout the territory, has a key role to play in this rebalancing.
For these reasons, the DRAC Ile de France has made cultural tourism, as well as bringing together the actors of culture and tourism in the complementarity of their skills, an integral axis of its action.
The first Rencontres Francilienne culture and tourism December 6, 2022
Planned in the context of the Plan national de reconquête et de transformation du tourisme "Destination France" and the new Regional Development Plan for Tourism and Leisure (SRDTL) of Île-de-France 2022-2028, these first Rencontres franciliennes Culture et Tourisme, Designed by the DRAC in partnership with the CRT and the Regional Council, were a first milestone, which paves the way for enhanced cooperation between tourism professionals and those of culture.
During this day of exchanges and sharing of experiences, several major challenges for the destination were discussed to better understand the expectations of visitors from Ile-de-France, national and international, relying on all the cultural and heritage potential, and enrich the offer to strengthen the image of the destination Paris Île-de-France, especially in the run-up to major international sporting events (Rugby World Cup France 2023, Olympic and Paralympic Games Paris 2024). Around a panel of 40 personalities and experts (cf. program) nearly 300 participants discussed the major issues Culture and Tourism of the destination.
After an overview of cultural tourism in Île-de-France (challenges and challenges to be met), the exchanges focused on several key points of the attractiveness of the cultural offer:
- Effective strategies to ensure the visibility of cultural sites in the Ile-de-France region, and in particular to ensure a better dissemination of flows throughout the territory,
- Networks of actors, effective tools for structuring an attractive, diversified offer, and meeting visitors' expectations
- The expansion of the destination’s positioning, particularly around the ways in which the know-how and creativity of artisans and artisans of art, Ile-de-France businesses, can be exploited
- Innovation at the service of visitor experience: what models for the development of cultural sites, what digital tools to use to bring in new audiences
- Hybrid models (third-party locations, hotels at the same time artists' residences, etc.), a response to certain development constraints
- The keys to the success of the association between natural heritage and cultural heritage, in line with new mobility demands (hiking, cycling tourism, etc.)
This day of exchange concluded with the signing of a partnership agreement between the Ministry of Culture – DRAC Île-de-France and the CRT Paris Île-de-France.

The significant participation in the first Rencontres franciliennes culture et tourisme, the variety of professional origins of the participants (culture, tourism, communities), revealed the the need for an exchange framework to find solutions to very concrete problems or objectives.
So that these Meetings are not limited to a one-off event but rather that they are the starting point for a new dynamic in favour of cultural tourism, the very positive partnership committed between the DRAC and the CRT is long-term and materialized by the signing of a three-year partnership agreement 2023-2025 .
In this framework DRAC and CRT will offer two exchange times per year to professionals of culture and tourism that will take various forms: workshops, conferences, innovative challenges, or any other format adapted to the subject. The themes addressed will respond to current challenges:
- Ecological transition
- Innovation
- Quality of supply
- Knowledge of audiences and behaviours
- Audience Development Strategies
- Attractiveness of business lines and professionalization of stakeholders
The first 2023 seminar will take place on 5 June 2023 and will be dedicated to sustainable cultural tourism.

Cultural and tourism stakeholders gathered on December 6, 2022 to launch the first Culture and Tourism meetings in Île-de-France to foster the link between these two sectors and improve proposals and responses in Ile-de-France to the general public.
