It leads to a multiannual programme of work validated by the regional prefect.
It is an indicative programme which will only be definitive in the light of the decisions of the contracting authorities.
Scientific and technical control of restoration works
Scientific and technical control is carried out in a collegial manner, particularly in the regions, with the Departmental Architecture and Heritage Units (UDAP) and the Curators of Antiquities and Works of Art (CAOA).

Protection under Historic Monuments: objects and buildings
The objects
Movable property” refers to a legal category as opposed to real property.
With a few exceptions, protection under historic monuments refers to heritage outside works preserved in museums (already protected by their status as “national treasures”). The Monument historique object covers multiple typologies, from goldsmiths to statuary, from paintings to locomotives, from wallpaper to textiles, and even boats. The «buildings by destination» (woodwork, fireplaces, wooden altarpieces etc.) that belong to the building but can be detached from it fall under the same legislation as movable objects. Unlike museum objects, the Monument historique object is sometimes still in use: this is the case of goldsmithing for worship, or industrial machinery for production.
It is the Conservators of Historical Monuments at the regional level, in connection with the Conservators of Antiquities and Objects of Art (CAOA) at the departmental level, who are responsible for helping the owners to protect and restore the movable objects.
The buildings
The buildings likely to be listed or classified as historical monuments belong to all periods and all categories: buildings themselves (civil, religious, industrial, military, etc.), parks and gardens, archaeological remains, megaliths, etc.
Applications for protection are initiated by the owners or by any other natural or legal person (association, etc.), but may also be initiated by the DRAC . The files examined by the Regional Conservation of Historic Monuments are submitted to the opinion of the Regional Heritage and Architecture Commission before decision of the regional prefect. In the case of a classification, the opinion of the National Heritage and Architecture Commission is also required before any ministerial decision.
