Pursuant to the provisions of the decree of 8 June 2010 for the organization of the missions of the Cultural Affairs Directorates and the decree of 17 December 2010 on the organization and missions of the State services in the overseas departments and regions, the Cultural Affairs Directorate of Martinique has joined the Department of Architecture and Heritage (SDAP). The merger of the SDAP and the heritage service of the DAC has thus made it possible to provide a unique State response to the questions raised in the field of heritage, architecture and urban planning in the cultural field.

Then, from 1 January 2011, it took the name of Cultural Affairs Directorate of Martinique (CAD).

DAC Martinique has four ambitions:

Making culture a driving force for spatial planning, by promoting the architectural quality and the establishment of cultural facilities on communal territories unequally endowed with broadcasting structures;

Promoting arts education and higher education, to democratize access to culture, the reappropriation of heritage and better enable the affirmation of a plural identity;

Strengthening regional cooperationto position Martinique as a major player in cultural action in the Caribbean region;

Making culture a driver of economic growth, by supporting the dissemination of cultural production in all its forms and its development for tourism purposes.

DAC Martinique has 30.5 agents (2 of which are available on the Chorus platform) The DAC is organized into three sets:

  • General and financial affairs
  • Creation, Cultural industries
  • Architecture and Heritage

To these services are added information and documentation as well as management.

General and financial affairs department manages the resources of the management and proposes the modalities of implementation of the cultural policy of the State.

The Pole creation and cultural industries supports the creation, production and dissemination of music, dance, theatre and entertainment, the visual arts, books, film and audiovisual, as well as actions in favour of cultural professions and industries. It follows the operations conducted by the museums of France and the archives services. It coordinates and implements actions to support arts and cultural education, cultural spatial planning, regional cooperation and city policy. It helps the development of sponsorship activities.

The Pole Patrimoine, Architecture and Urbanism implements the regulations relating to monumental heritage and archaeology and participates in the application of the regulations concerning architecture, environment and urban planning. It assists public or private contractors in the implementation of restoration works of historic monuments. It promotes the architectural and landscape quality of buildings and development projects, while advising the project owners in their realization. He leads and coordinates studies relating to the safeguarded areas, protection areas of architectural, urban and landscape heritage and contributes to their development. It ensures the preservation of sites and objects inscribed or classified as historical monuments. He leads and coordinates scientific research in archaeology.

Le service of documentation and communication organises the provision of internal and external documentation, as well as the pre-archiving of received documents and products. It carries out research to compile documentary records and administers local and national databases. It manages the heritage documentation, especially on historical monuments, which it makes available to the public. It participates in the coordination and promotion of national events of the Ministry in the region (appointments to the gardens, music festival, European heritage days...).

Les credits

For 2015, excluding payroll, the appropriations delegated to the DAC amount to €5,318,031 in EI, including the operating appropriation of €396,668 and the investment appropriation of €1,887,393.20 in EI. In addition, there are non-delegated appropriations such as the global decentralization grant for libraries amounting to €417,061 and the appropriations that can be allocated to certain projects validated by the National Book Centre and the National Cinematography Centre.

The premises

Since the end of 2012, and thanks to the construction of premises for the service of archaeology, all the services of the direction of cultural affairs are grouped on the site of Didier; the main building is the villa "les Pergolas" built in the late 1920s by Raoul De Jaham, a self-taught architect. The villa reflects a certain modernist inspiration offered by the recent use of concrete and the Art Deco style marks some interior details.

Historical

Created in July 1984 the Martinique Regional Directorate of Cultural Affairs (DRAC) was then located at the former Civil Hospital on the road to the Hermitage in Fort-de-France. His services moved in April 2003 to 54, rue du Professeur Raymond Garcin on the road to Didier.
