Culture - Justice - PJJ in Hauts-de-France
The Ministry of Culture and the Ministry of Justice have developed a partnership policy to put in place a quality cultural policy for adults placed under court and minors under judicial protection.
For more than 30 years, the Ministries of Justice and Culture have been conducting a common policy aimed at persons under the control of justice, minors and adults, detained or followed in an open environment. The protocol signed in 2022 is a continuation of those of 1986, 1990 and 2009.
It confirms their ambitions and takes into account current societal developments. It reaffirms that participation in cultural life is a right for every citizen and especially for all persons under the control of justice, minors and adults, as well as access to education and health. The main objective of cultural policy is to correct inequalities in people’s access to culture.
In the Hauts de France region, the partnership agreement For the benefit of adults placed in custody of justice was signed on May 4, 2021 between the Regional Directorate of Cultural Affairs (DRAC) of Hauts-de-France and the Interregional Directorate of Prison Services (DISP).
The DRAC Hauts-de-France and the Interregional Directorate for the Judicial Protection of Youth (DIRPJJ) have also signed a partnership agreement on 12 December 2023. The purpose of these conventions is to promote access to culture and encourage the artistic expression of persons under judicial supervision and minors under judicial protection.
The DRAC Hauts-de-France, the DISP and its integration and probation services (SPIP) as well as the DIRPJJ and its territorial directorates join forces to support, in penitentiary institutions and judicial protection services, a programme of cultural actions in liaison with local authorities and cultural associations or structures that would like to be involved in the project.
They take into account the diversity of expression sectors and modes of intervention such as: books and reading, theatre, circus arts, music and dance, plastic arts, cinema, audiovisual, multimedia and heritage.
The activities can take the form of artistic practice workshops, art and culture awareness courses, encounters at work and artist residencies.
