Enabling Accessibility Fund
The Ministry of Culture contributes to the effort to develop actions and mechanisms to remove barriers to participation in the cultural life of people with disabilities, the elderly, and all persons accommodated or accompanied in medico-social institutions.
The Accessibility Fund, endowed with one million euros at national level, is devoted to investment aid (excluding frame) for cultural structures Targeted until 2021 on the structures of the performing arts, the fund today concerns the structures of all artistic and cultural fields Libraries and media libraries, archives, cinemas, historical monuments, museums, art centres and exhibition spaces are eligible for the Accessibility Fund.
The credits granted in this framework will focus on the acquisition and development of accessibility tools and should make it possible to accompany the policy of access to cultural offer for people with disabilities.
For example, the following actions are eligible:
- mediation tools (magnetic loops, over-titration devices; tactile models, etc.)
- communication tools (Braille booklets; FALC documents aimed at making works accessible; tools and devices for accompanying the encounter with works for people with autistic disorders or mental disabilities; accessible signage, etc.)
- training in the handling and use of these tools
However, the following actions are excluded:
- cultural action or artistic and cultural education projects (which are supported by the Culture-Health-Disability call for projects);
- interventions on the built environment;
- training projects that do not include handling and using these tools.
This year particular attention will be paid to projects of cultural structures that are not yet engaged in a dynamic of accessibility and who wish to obtain support under the Accessibility Fund to initiate this approach.
In addition, the development and acquisition of shared tools between several cultural operators will be promoted.
The prioritization of requests from cultural structures will also take into account:
- the inclusion of the project within a dynamic/ a global strategy for the inclusion and accessibility of the cultural structure;
- and collaboration with associations representing people with disabilities, associations with cultural inclusion projects or with peer-stakeholders or self-represented people in line with the project.
Grants may not be less than EUR 3,000. The ceiling for the DRAC’s intervention rate is set at 80% of the total cost of the project.
In addition, the DRAC Hauts-de-France supports the narrative program (Réseau Culture Inclusif Territoire) led by the association Signes de Sens. The recipients of the Enabling Accessibility Fund will be invited to contribute to this working group. Resources, tools and relays are made available to artists and cultural actors, self-represented and expert users as well as medico-social institutions that co-construct the story.

The structures will ensure to include in the subject of their application the mention «Accessibility Fund».
Video exchange times are marked and organized by Signes de Sens on 16 April afternoon, 19 April afternoon, 23 April afternoon, 26 April afternoonnoon to answer questions from organizations wishing to initiate or qualify a process and wishing to submit a project.
The files submitted on the Simplified Approach platform will be examined by the members of the Culture-Health-Disability committee, also involving representatives of the general delegation for transmission, the territories and the cultural democratization of the Ministry of Culture. Notifications will be sent to project leaders in July 2024.
