This agreement is part of a shared desire of the State, the Region and the National Book Centre to implement a concerted policy adapted to the specific challenges of the book industry in the North - Pas de Calais. Indeed, although this sector is characterized, in the regions, by its vitality and the density of its network of actors, it is also plagued by important fragilities linked as much to market changes as to significant territorial imbalances. These fragilities are all the more important because Nord-Pas de Calais is the region most affected by the phenomenon of illiteracy.
In order to respond efficiently to these challenges, the signatories undertake, through this agreement, to coordinate their respective interventions and to intensify their efforts, in the service of three strategic axes, identified as priorities for the period 2015-2017, namely:
- the mobilization of an operational inter-professional;
- the encouragement of sustainable and balanced economic development of book businesses;
- the promotion of literary life, the development of reading, and arts and cultural education, using a territorial approach.
The definition of these axes and their operational implementation were based on a broad mobilization of professionals and a consultation process led in 2015 by the Regional Centre for Letters and Books (CRLL). The latter is also entrusted with the responsibility of coordinating the framework agreement, as an interprofessional structure representative of the entire sector.
In order to achieve these objectives, the Framework Agreement provides for a contribution of a total of 120,000 euros per year from policies carried out jointly by the State, the Region and the CNL.
An annual financial agreement specifies the conditions for implementing these strategic guidelines and provides for their evaluation, to enable the Signatories to assess the results of this concerted policy and to consider the prospects for its renewal and its development.
