Missions and organisation of the DRAC Hauts-de-France
Under the authority of the regional prefect, the DRAC is responsible for implementing, adapted to the regional context, the priorities defined by the Ministry of Culture whose mission is to facilitate access to culture for the greatest number of people, to preserve and enhance heritage, to stimulate creation, to help the dissemination of works.
The DRAC shall ensure the application of Wealth code (work authorization, archaeological requirements). By proposing to the regional prefect the allocation of state financial support, the DRAC also exercises a advice and expertise to cultural partners and local authorities. Its missions cover all sectors of activity of the Ministry: movable and immovable heritage, archaeology, museums, archives, books and public reading, performing arts, visual arts, cinema and audiovisual, architecture, cultural and territorial action.
Its missions concern the fields of knowledge, conservation and enhancement of heritage, promotion of architecture, support for creation and artistic dissemination in all their components, development of the book and reading, artistic and cultural education and the transmission of knowledge, the promotion of cultural diversity and the expansion of audiences, the development of the economy of culture and cultural industries, the promotion of the French language and the languages of France.
The DRAC participates in regional planning, sustainable development and social cohesion policies and the evaluation of public policies.
Missions of the DRAC in the different cultural fields
- It implements regulations on monumental heritage, archaeology, museums, archives and architecture.
- It contributes, in collaboration with the other decentralized services of the State, to the application of regulations concerning urbanism and landscapes.
- It supports the protection, conservation, restoration and enhancement of heritage (monumental, furniture, archaeological, linguistic, written, cinematographic, memorial) and collections of museums and archives.
- It promotes the architectural and landscape quality of buildings and the consideration of sustainable development goals.
- It implements regulations and ensures the dissemination of information on social legislation applicable to cultural jobs.
- It supports the creation, production and artistic diffusion in the fields of performing arts, visual arts, literature and cinema by accompanying the teams and cultural establishments of production and diffusion.
- It provides assistance and advice to cultural companies, in particular by supporting modernization actions (bookstores, publishing houses, cinemas directly linked to the CNC) and by encouraging the development of cultural patronage.
- It provides support to higher education institutions in performing arts and visual arts as well as specialized educational institutions.
- It develops an active artistic and cultural education policy in connection with the Rectorats and the Academy Inspections.
- It supports actions to promote cultural diversity and facilitates access to culture for everyone (culture devices in the hospital, culture in prison and culture-disability, digitization of cultural resources).
- It ensures the cultural development of the territory and the expansion of audiences through the development of partnerships with local authorities (Region, Departments Communes) and their groups.
Historical
Since 1977, the ministry of culture is present in each region thanks to the Regional Directorates for Cultural Affairs (DRAC). The Law of 6 February 1992 organising the territorial administration of the Republic made the DRAC decentralized services.
With the publication of the decree of 8 June 2010 relating to the organization and missions of the Regional Cultural Affairs Directorates, in each region, the Departmental Architecture and Heritage Services (STAP) have merged with the Regional Cultural Affairs Directorate.
January 1, 2016 the great region Hauts-de-France was put in place. The Drac now consists of a headquarters in Lille and a site in Amiens. It is organised in three main poles (Heritage and architecture, Creation, Public and territories - cultural industries) and a general secretariat.
Moreover, the STAP have become Departmental Architecture and Heritage Units (UDAP). Hauts-de-France includes five territorial units (one in Lille, one in Arras, one in Compiègne, one in Amiens and one in Laon).
