Victoire Vincent, graphic designer, illustrator, image gluer and Baptiste Cozzupoli, artist photographer, were invited to reside on the territory of the community of communes Flanders Lyslocated in the departments of Nord and Pas-de-Calais. For four months, they developed many shares jointly built with partners and residents.
By mixing their two artistic practices, the artists wished through their project «portrait(s) and landscape in Flanders Lys» defend a new exploration of everyday life, the banal, the real on the territory. A survey work exploring several mediums (sound, writing, image) was conducted with all residents to highlight their common attachment to the territory.
The inhabitants were able to confront the creative process of the image by trying to different artistic techniques : before (construction of masks, photographic background, script writing, etc.) or after the click of the camera (photomontage, colorization or screen printing, etc.).
The actions, co-constructed with the territory’s partners, resulted in a documented field history which was restored in the form of a book-object highlighting all these portraits of inhabitants and thus leading to a rediscovery of the territory from another angle.

In order to highlight the strength of all these meetings and dialogue between artists and multiple professionals in charge or responsibility of children, adolescents, young adults, etc. engaged in artistic education actions on the regional territory, theAssociation Heure Exquise! produced since 2016 with the support of the Regional Directorate for Cultural Affairs (DRAC) of Hauts-de-France a collection of short films entitled Perspectives on Arts and Cultural Education.
Every year, Heure Exquise! calls upon several artists of the animated image and invites them to bring their creative gaze to these encounters.
Spring of rurality
The Spring of rurality is a national consultation on cultural life in rural areas.
Every Frenchman, resident, elected local, cultural or associative actor, is invited to seize this national consultation and to make its contribution.
In Hauts-de-France, nearly 3,200 municipalities are «rural». They cover 82% of the regional territory and shelter just over 1.7 million people, or 29% of the regional population.
