On the sidelines of the Viva Technology show, the President of the Republic gathered the talents of AI at the Elysée on Tuesday, May 21. The President reaffirmed that artificial intelligence is a strategic priority for France, dedicating nearly €2.5 billion of France 2030. On this occasion, he announced new winners including 9 «IA Clusters» and new investment support mechanisms.
AI, a strategic priority for France
The first phase of the National Strategy for AI (SNIA), launched in 2018, made it possible to structure the national research ecosystem and put the French AI forces in order of battle, in coordination with its partners and in coherence with the European plan for AI.
Phase 2, launched in 2022, aims to disseminate AI in the economy. Intelligent systems will have to contribute to improving our industrial competitiveness and, more generally, individual and collective well-being. We have activated three main levers for this: training and research; support for a state-of-the-art offer; the reconciliation between supply and demand in AI.
SNIA strengthens our ecosystem of excellence in artificial intelligence research and training. A total of €560 million in public funding is devoted to the consolidation of the French AI school’s institutions of excellence, while expanding the diversity and capacity of AI training nationally. This offer will cover all levels of diplomas and will include initial training, alternance and continuing education, both in AI «core business» and dual skills.
Results: France is the first ecosystem for AI in Europe
- + 600 AI startups (+24% between 2021 and 2023)
- 50% are profitable or plan to be within 3 years
- 76 generative AI startups (sound, text, video, image)
- €3.2bn raised in 2022 by AI companies
- 1st in Europe for foreign investment projects in AI

Massive new investments to strengthen our ecosystem of excellence in AI research and training
- The announcement of nine winners of the call for expressions of interest “IA-clusters”; centres of excellence in research and training in artificial intelligence, supported to the tune of €360 million in France 2030.

- MIAI Cluster (Université Grenoble Alpes) – €70M
- Hi! PARIS Cluster 2030 (Institut Polytechnique de Paris) – €70M

Many winners announced for different calls for projects:
- 2 new winners of the call for projects «Skills and Professions of the Future». In total, €87 million for the first 14 winners of the call for projects «Skills and Future Professions» dedicated to the massification of the number of trained in AI throughout the country
- 7 new winners of the call for projects «Digital commons for generative AI»
- 8 new winners of the «embedded AI» call for projects will receive financial support from the scheme for a total amount of €40 million
- 8 new winners of wave 2 of the call for projects «Frugal AI demonstrators for the ecological transition of territories» selected for their ability to deploy artificial intelligence technologies in real conditions to serve ecological transition objectives.
The establishment of new mechanisms to strengthen state support for artificial intelligence:
- A call for projects for «Accelerating the use of generative artificial intelligence in the economy»
- A program on the evaluation of advanced AI and implementation of the Grand Challenge on AI of general use
- The European Centre of Expertise in Generative AI (ALT-EDIC)
- A call for projects aiming at «Strengthening the cloud services offer» to bring together AI and Cloud players
- A call for projects dedicated to the transition of cultural sectors will also be launched in 2024, to support the rapid adaptation of cultural and media actors to AI technologies
It will aim to support, as a priority, the development of AI solutions to address the main transformation challenges of cultural sectors, including the development of new cultural and artistic experiences and the fight against disinformation, and respect for the European tradition of copyright protection and intellectual property.

About France 2030
The France 2030 investment plan:
- Reflects a double ambition: to sustainably transform key sectors of our economy (health, energy, automotive, aeronautics or space) through technological innovation, and position France not only as a player, but also as a leader in the world of tomorrow. From basic research, to the emergence of an idea to the production of a new product or service, France 2030 supports the entire life cycle of innovation until its industrialization.
- It is unprecedented in its scale: €54 billion will be invested to ensure that our companies, universities and research organizations fully succeed in their transitions in these strategic sectors. The challenge: to enable them to respond competitively to the ecological and attractiveness challenges of the coming world, and to bring out the future leaders of our sectors of excellence. France 2030 is defined by two cross-cutting objectives consisting in dedicating 50% of its expenditure to the decarbonisation of the economy, and 50% to emerging players, who are the bearers of innovation without spending that is unfavourable to the environment (in the sense of the principle Do No Significant Harm).
- Will be implemented collectively: designed and deployed in consultation with economic, academic, local and European stakeholders to determine strategic directions and flagship actions. Project leaders are invited to submit their application via open, demanding and selective procedures to benefit from the support of the State.
- Is led by the General Secretariat for Investment on behalf of the Prime Minister and implemented by the Agence de la transition écologique (ADEME), the Agence nationale de la recherche (ANR), Bpifrance, and the Caisse des Dépôts et Consignations (CDC).
