The White Year scheme for the intermittent show was announced by the President of the Republic on May 6, 2020, at the beginning of the health crisis.
Essential in terms of social protection and the preservation of the artistic and technical capacities of the live performance and the audiovisual, this measure allows from 1 March 2020 until 31 August 2021, guarantee compensation to the 120,000 intermittent beneficiaries of unemployment insurance under Schedules 8 and 10.
The continuing health crisis, the Minister of Labour, Employment and Integration, Elisabeth BORNE and the Minister of Culture, Roselyne BACHELOT-NARQUIN, entrusted on 1 February last to Mr André GAURON, Honorary Master Adviser at the Court of Auditors, a diagnostic mission on the situation of intermittents after 31 August 2021, the end date of the white year device.
To carry out this mission, Mr André GAURON relied on a team of two inspectors, Ms Charlotte Carsin and Ms Claire Lamboley, designated respectively by the General Inspectorate of Social Affairs (IGAS) and the General Inspectorate of Cultural Affairs (IGAC). The work of the mission was carried out in collaboration with Pôle emploi, the General Delegation for Employment and Vocational Training (DGEFP), the Directorate for Research Animation, Studies and Statistics (DARES) and the Directorate-General for Artistic Creation (DGCA).
The mission report was given to both ministers today.
This report presents the impact of the health crisis on the employment of intermittent workers, assesses their situation after 31 August 2021 and proposes ways to adjust, based on this analysis, the current system.
Following the submission of the report to the Ministers, the Gauron Mission will present its work independently to the social partners representing the performing arts and audiovisual industries.
A consultation will be undertaken by the end of April with the social partners on possible follow-up measures to best accompany the reopening of cultural sites.
