The meeting of 23 July 2015 brought together the various stakeholders of the project: the cities of Clichy-sous-Bois and Montfermeil as well as the agglomeration community, the prefectures of Île-de-France and Seine Saint-Denis and the Société du Grand Paris, as well as the project director attached to the Minister’s office, Olivier Meneux. On this occasion, the Minister presented the outline of the Framework Programme and the milestones of the calendar, based on the conclusions of the four-month strategic phase.
During this meeting, Fleur Pellerin reaffirmed her commitment to the project, "a true emblem of [her] cultural offensive in favour of young creation and diversity", which she personally relaunched upon her arrival at the Ministry, and his willingness to make it happen.
The Minister announced the creation in the coming months of a structure of prefiguration in situ, in the form of a public institution of cultural cooperation, which will be placed under the aegis of Olivier Meneux and in which the State will fully invest. It is also a matter for the Minister to combine the requirement of cooperation with all partners and the national ambition of a central project in her policy.
This prefiguration structure will put in place a «Medici before the walls», instead of the current Utrillo tower whose destruction is scheduled for 2016. This ephemeral place will keep the project alive before the completion of the building, the date of which will be decided within a few months. Before the official launch of the project, linked to the Grand Paris Express station by 2023, it is thus for the Minister to engage without waiting a first cultural project and generate the participation of the inhabitants of the agglomeration of Clichy-Montfermeil to anchor the ambition of this Medici project in the reality of the territory. This institution must also foster dialogue with administrations, major partners and artists through working groups, but also with the private sector that the Minister wishes to associate quickly through the establishment of a committee of private investors.
Finally, Fleur Pellerin expressed the importance of quickly establishing a relationship with other communities, in connection with the prefecture of Île-de-France and the town halls of Clichy-sous-Bois and Montfermeil, to create a cooperative and partnership dynamic around the project within the framework of Greater Paris.
Nine months after the relaunch of this unique cultural incubator, this milestone will be followed by new advances as soon as the return, starting with the installation of the artistic sponsorship committee under the patronage of the Minister, or the presentation of the first drafts of the project, at the next interministerial committee of Greater Paris.
