What is Help with Original Music Writing?
One of the main areas of public policy in favour of support for contemporary creation and composers is the provision of support for the writing of original musical works.
It also supports the efforts of the creative, production and distribution structures that present the works to the public.
Objectives of the approach
This assistance scheme for composers aims to:
- stimulate a greater number of creative projects thus contributing to the emergence of new musical repertoires
- improve the working conditions of composers
- encourage production and distribution structures (operas, orchestras, musical ensembles; festivals, etc...) to program music works by living composers, thus ensuring, among the public, the diversity of the offer and the renewal of repertoires
Context for creating the approach
Until 2019, assistance in writing an original musical work was awarded by the Directorate General of Artistic Creation (DGCA). In 2020, the system was deconcentrated under the Public Action 2022 programme. The request for assistance is now heard by the Regional Directorates of Cultural Affairs (DRAC) and the Directorates of Cultural Affairs (DAC). The aid is granted by the regional prefect.
Am I concerned by this approach?
- Individuals
Any composer or composer may request assistance with writing. There is no age limit, minimum age or nationality requirement. It is not necessary to assert a musical diploma, nor a possible notoriety.
No information relating to the composer’s style is discriminatory for the admissibility of applications.
In order to allow the renewal of the beneficiaries, the same composer can only receive one aid every two years.
The aid is granted for writing a original musical work constituting a work of the mind in the sense of Article L.112-2 of the Intellectual Property Code, for presentation to the public.
The first performance of the work must take place at the earliest during the calendar year following the filing of the application.
All musical genres are studied: operas, symphonic works, instrumental and vocal ensembles, small numbers and electroacoustic music, music for musical theatre, dramatic, choreographic or cinematographic shows, sound installations, choirs, works of educational interest, amateur practices, traditional music, harmonies, song shows, jazz, etc.
Adaptations, transformations or arrangements, within the meaning of Article L. 112-3 of the Intellectual Property Code, existing musical works are not eligible.
Procedure
The aid amounts range from €5,000 to €38,000.
The aid is paid after the creation of the work and delivery of the score.
Each DRAC/DAC verifies the conformity of the work of its conformity to the selected project.
The delivery of the partition must be made no later than 31 December of the third year following that of the award decision.
To be admissible the application must be accompanied by:
- a dissemination project, justified by the written commitments of a production structure
- a musical ensemble so that the work is presented at least once in public, including at least once as part of a representation on the national territory.
It is possible to apply for assistance for a work composed by several composers. In this case, each composer files a separate file for the same work.
The request for assistance is received by the DRAC or the DAC of the place of first diffusion of the work, which examines its admissibility. An amount of aid is proposed for each eligible project, according to the attached schedule. The project is then evaluated by a committee of experts and submitted to the assessment of the regional prefect who makes the decision of attribution or refusal.
The Expert Panel is proposed to evaluate each project based on the following three elements:
- the composer’s career: his know-how in composition, his training, his experience, his creativity, his technicality, etc.
- the artistic interest of the project: its singularity in the musical landscape or in the composer’s already created works, its innovative character, etc.
- the perspectives of meeting the work with the public: perspectives of diffusion, conditions of performance of the work, choice of performers. In the case of an educational work, the objectives concerning training and partnerships can also be taken into account
- File Opening: October 2023
- Application deadline: 31 December 2023, 23:59 (Paris time). No application may be filed or considered after that date.
- Expert Panel Meeting: June 2024
- Results announced: in July 2024. Users will receive a notification of acceptance or refusal on Simplified Procedures. The silence kept for more than eight months on a request for assistance is worth decision of rejection.
