What is the stock exchange for emerging media companies?
The Emerging Scholarship was created in 2016 with the aim of supporting the design, launch and start of the development of new publications or new online press services.
This system allows young associations or press companies to benefit financial support offering them the means to meet their first expenses and develop their editorial concept and business plan. More specifically, the grant is an operating grant that can cover all types of expenses related to the project to allow its launch and the first stages of its development.
It is not necessary to have an approval granted by the Joint Commission for Publications and Press Agencies (CPPAP) at the time of filing the file.

In order to benefit from the Emerging Stock Exchange, the press company (or association, according to the same criteria) established in France or in one of the Member States of the European Union or parties to the European Economic Area must meet the following criteria:
- have been created for less than three years;
- be a small or medium-sized enterprise employing fewer than 25 people;
- be held continuously and at least 50% of its capital by natural persons or by a company meeting the above two criteria and whose capital is held at least 50% by natural persons.
- have as its main object the creation and exploitation of a printed press title or an emerging online press service, and intended to meet the criteria listed below.
Print titles or online press services applying for an emerging scholarship must meet or be intended to meet the following criteria:
For the printed press titles
- newspapers and publications (from dailies to quarterly), of a political and general nature, recognised as such by the Joint Commission;
- daily publications regularly providing information and comments on national and international news of all sports;
- free printed publications of political and general information of a maximum weekly frequency.
For the online press services
Attention : are recognised as such online media using essentially the written mode, intended to respond or responding to all recognition criteria established by the CPPAP
Editorial content must meet one of the following criteria:
- present a political and general information character or be devoted largely to political and general information («39 bis A»), recognised as such by the Joint Commission;
- regularly providing information and comments on national and international news from all sports;
- develop professional information;
- promote access to knowledge and training, the dissemination of thought, debate of ideas, general culture and scientific research.
Note: structures that have already received an emergence grant cannot apply for this aid again.
The grant is an operating grant that can cover all types of expenses related to the project.
Procedure
50,000 euros maximum per project. A structure can only benefit from the aid once.
The award of the emergence grant is subject to compliance with Commission Regulation (EU) No 1407/2013 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to aid de minimis.
The administration pays 60% of the total subsidy when the agreement is signed.
Upon completion of the project, the beneficiary shall make a request for payment of the balance to the administration, at least 6 months after the signing of the agreement, and at most 4 years from the notification of the allocation of the aid.
The award of the emergence grant is subject to compliance with Commission Regulation (EU) No 1407/2013 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to aid de minimis.
The steering committee of the strategic fund for the development of the press, in its formation club of innovators, issues an opinion on the allocation of aid from the fund to support the emergence and innovation in the press.
It assesses files taking into account:
- their editorial project;
- the construction of the business plan;
- the human resources allocated to the project and recruitment forecasts.

Submit a balance request file
The application can be submitted at least 6 months after the signing of the agreement.

- Complete the form and return it to the Ministry of Culture email address at the bottom of this page. In this form, you are asked to detail in particular the following aspects:
- the employment which has been made from the share of subsidy already paid, and from the employment which is envisaged from the balance to come;
- the provisional timetable for the project as a whole (start-up and project stages);
- the status of the project;
- where appropriate, the recruitments made;
- promotion and recruitment of readers. - Attach the following documents to your application:
- the valid CPPAP registration certificate;
- the bank account in force in your structure.
Upon completion of the project, the beneficiaries forward to the management of the media and cultural industries a balance sheet of its implementation. On-site verification of the accuracy of the information provided can be performed.
If the purpose of the grant has been changed without authorization, or if the grant recipient has not declared the completion of the project within four years of the award decision, the Directorate-General for Media and Cultural Industries may require full or partial repayment of the subsidy paid.
