About the Overseas Mobility Funds
What are the overseas mobility funds?
The Ministry of Culture supports the mobility of artists and cultural professionals to and from the overseas territories of the Caribbean and the Indian Ocean. With a strong focus on enhancing the visibility and circulation of overseas artists internationally, the Ministry of Culture launched, in 2020, the Caribbean Mobility Fund and the Indian Ocean Mobility Fund.
The Caribbean Fund supports mobility within the Caribbean region, as well as mobility to the United States, Canada, and Brazil.
The Indian Ocean Fund supports mobility within the Indian Ocean region, as well as with Mozambique, Tanzania, South Africa, Kenya, and India.
Artistic mobility and cultural exchanges, whether involving an individual artist or an organization, are fundamental components of cultural practice. They foster the emergence of creative synergies and contribute to collective enrichment. These initiatives also help to structure cultural sectors that face challenges linked to geographic remoteness and to reduce disparities in access to cultural resources in overseas territories.
Objectives of the program
These support funds aim to strengthen the integration of overseas artists and professionals into national and international cultural dynamics by supporting individual or collective initiatives through mobility grants each year - initiatives that reflect the diversity of cultures and modes of expression across all artistic disciplines.
They specifically aim to:
- Facilitate the mobility of artists and cultural professionals by financially supporting travel and stays related to creation, training, exchanges, and network development (excluding those related to dissemination);
- Promote exchanges and collaborations between territories to develop lasting partnerships among cultural institutions in different regions;
- Encourage the integration and professional development of overseas artists;
- Strengthen the presence of overseas works and productions on national and international cultural stages by promoting the diversity and richness of artistic expression from the French overseas territories.

Applicant eligibility criteria
Applicants must be from one of the French departments in the Indian Ocean, a member country of the Indian Ocean Commission (IOC), or another eligible country, and must have been residing and working there for at least five years; alternatively, the registered office of the applying organization must be based in one of the French departments in the Indian Ocean, an IOC member country, or another eligible country listed below:
- French departments in the Indian Ocean: Mayotte; La Réunion.
- Indian Ocean Commission (IOC) member countries: Union of the Comoros; Madagascar; Mauritius; Seychelles.
- Other eligible countries: Mozambique; Tanzania; South Africa; Kenya; India.
Project eligibility criteria
Submitted projects are assessed based on the following eligibility criteria:
- Mobility projects must have a direct connection with Mayotte or La Réunion;
- Travel must take place within the Indian Ocean region, and/or to or from Mozambique, Tanzania, South Africa, Kenya, or India;
- Applicants must present a creation, research, or professional project on a subject or theme of their choice, within one of the following disciplines: Architecture; Street Arts; Visual Arts; Comic Art; Cinema; Circus Arts; Storytelling; Dance; Public Debate; Design; Documentary; Artistic Training; Cultural Professions Training; Video Games; Books; Puppetry; Arts and Crafts; Fashion; Museums & Heritage; Classical and Contemporary Music; Popular Music and Jazz; Digital Arts; Intangible Cultural Heritage; Photography; Multidisciplinary Arts; Sport and Culture; Theatre; Urban Planning.
- Mobility must take place before March 15, 2026.
Priority will be given to mobility grant applications related to:
- Participation in key professional events;
- Training;
- Market development;
- Participation in transnational professional networks;
- Artistic research and collaboration;
- Invitations to debates, conferences, or seminars;
- Creative residencies.
Important notes:
- Applicants are encouraged to adopt an eco-responsible approach in their project (e.g., choosing low-carbon transport options when possible, sharing travel, sustainable food choices, etc.);
- Gender parity among artists, creators, authors, and professionals will be valued by the selection committees.
NB: Each applicant may submit only one mobility funding request per year (per budget cycle).
Project ineligibility criteria
The following applications will not be considered:
- Incomplete applications or those submitted after the deadline;
- Applications submitted after the project has already taken place;
- Projects that do not meet the criteria outlined in these guidelines;
- Mobility projects exclusively related to the dissemination of works (e.g., performances, exhibitions, etc.);
- Applications submitted directly by the French cultural network (French Embassies, French Institutes, and Alliances Françaises);
- Applications that already receive support from FEAC (Fonds d’aide aux échanges artistiques et culturels pour l’Outre-mer), as this program may not be combined with FEAC funding.
Applicant eligibility criteria
Applicants must be from one of the French departments of the Americas (DFA) or a member country of the Association of Caribbean States (ACS), and must have been residing and working there for at least five years; alternatively, the registered office of the applying organization must be based in one of the DFAs or a member country of the ACS, as listed below:
- French departments of the Americas (DFA): Guadeloupe; Martinique; French Guiana.
- Association of Caribbean States (ACS): Antigua and Barbuda; Bahamas; Barbados; Belize; Colombia; Costa Rica; Cuba; Dominica; El Salvador; Grenada; Guatemala; Guyana; Haiti; Honduras; Jamaica; Mexico; Nicaragua; Panama; Dominican Republic; Saint Kitts and Nevis; Saint Lucia; Saint Vincent and the Grenadines; Suriname; Trinidad and Tobago; Venezuela.
Project eligibility criteria

- Inbound mobility from Canada, the United States, or Brazil;
- Mobility projects exclusively related to the dissemination of works (e.g., performances, exhibitions, etc.);
- Applications submitted directly by the French cultural network (French Embassies, French Institutes, and Alliances Françaises);
- Applications that already receive support from FEAC (Fonds d’aide aux échanges artistiques et culturels pour l’Outre-mer), as this program may not be combined with FEAC funding.
Selection process
Maximum amount: €2,200
The grant is awarded as a travel allowance for individual applicants (artists or cultural professionals), or as project funding for cultural organizations or enterprises, and is managed by the relevant DAC/DJCS.
Payment may take up to two months from the acceptance of the application.
For individual applicants:
- The travel allowance is determined based on the applicant’s proposed budget (transportation, insurance, visa if required) and cannot exceed €2,200 per year. If the grant is approved, the applicant will receive a notification of award within two months.
- The grant is paid in a single installment.
- The recipient commits to submitting a mobility report within two months of completing the project. In the event the mobility does not take place, the grant must be repaid. Failure to do so will result in ineligibility for future applications.
For organizations:
- The amount awarded is based on the project’s proposed budget (transportation, insurance, visa if required) and cannot exceed €8,000 per year, covering multiple individual mobilities up to €2,200 each. If the grant is approved, the organization will receive a notification of award within two months.
- The grant is paid in a single installment.
- The organization commits to submitting a mobility report within two months of completing the project. In the event the mobility does not take place or if the actual budget is lower than projected, a partial refund may be requested. Failure to do so will result in ineligibility for future applications.
Applications are evaluated by a selection committee within each relevant DAC/DCJS, followed by a regional validation committee. This jury assesses applications based on the quality and relevance of the proposal, particularly if it falls within the following areas:
- Participation in key professional events;
- Training;
- Market development;
- Participation in transnational professional networks;
- Artistic research and collaboration;
- Invitations to debates, conferences, or seminars;
- Creative residencies.
- Opening of application submissions: June 2, 2025
- Application submissions deadline: July 31st, 2025, 11:59 PM (Paris time). No applications will be accepted or considered after this date.
- Results announcement: Applicants will be notified of the results via Démarches Simplifiées no later than three months after the application deadline.
