This regular study of the DEPS since 1970 analyses the cultural expenditure and revenue of local authorities according to the data of the management accounts of the Directorate-General for Public Finance. The scope of the study integrates all municipalities with a population of 3,500 or more, and their groups, as well as all departmental and regional authorities.
Cultural expenditure of local authorities increase by 17% between 2015 and 2019 then decrease by 7% in 2020 under the influence of the Covid-19 health crisis.
In 2020, the cultural expenditure of local authorities amounts to €8.7 billion, or €129 per capita.
The municipalities and their groupings account for more than three quarters of this expenditure with 6.8 billion euros, or 114 euros per inhabitant, followed by the departments that contribute 1 billion euros, or 16 euros per inhabitant, and the regions for €800 million, or €12 per capita.
Remember:
- Local and regional authorities spend €8.7 billion on culture in 2020. They rose by 17% between 2015 and 2019, then fell by 7% in 2020 as a result of the Covid-19 health crisis, but remain higher than in 2015.
- Trends vary according to the type of local authority. The cultural expenditure of the groupings of communes increased by +18% between 2015 and 2020, those of communes as well as those of the regions by +8%, while those of the departments decreased by 1%.
- In 2020, 80% of the cultural expenditure of local authorities is spent on operations and 20% on investment, a distribution comparable to their total expenditure (76% and 24% respectively). However, these proportions vary according to the type of local authority.
