Department of Research, Higher Education and Technology (DREST)
Presentation of the transversal missions of this department located within the Cultural Policy Coordination and Innovation Service (SCPCI), which reports to the General Secretariat of the Ministry.
The main tasks of the DREST are:
- Support for innovation and contribution to the knowledge society.
- Coordination and support of research and higher education activities;
- Consistency of higher education training and diplomas under the Ministry and promotion of equal access to such training.
- Dissemination and exploitation of the Ministry’s research and higher education activities.
- Monitoring of actions in the field of scientific, technical and industrial culture (CSTI), notably with Universcience.
The action of this department aims to:
- Integrate the Culture dimension into national and European research and higher education strategies.
- Feed departmental policies through the implementation of specific research programs.
THE DREST COORDINATES RESEARCH ACTIONS IN THE CULTURAL FIELD
It summarises and addresses the needs of research teams under the Ministry of Culture vis-à-vis national and European partners : budgetary negotiations (Ministry of Higher Education and Research, Ministry of Budget), influence at national level on the content of the programmes of the National Research Agency (ANR) and at European level on the content of research programmes, consultations with the High Council for Evaluation of Research and Higher Education (HCERES), universities, the CNRS, the CEA, etc.
It manages transversal tools:
- Monitoring of the framework agreement between the Ministry of Culture and the CNRS,
- Implementation of incentives, with calls for projects,
It supports the anchoring of research in higher education institutions under the ministry.
It helps to promote and disseminate research results carried out in the various cultural fields, in collaboration with the ministry’s sectoral directorates:
- Edition of the journal Culture and Research.
- Support for publishing publications, organizing conferences, seminars, etc.
IN THE FIELD OF HIGHER EDUCATION
Strategy:
- It formalises and carries the values of higher education Culture (ESC), and works to integrate it into national and European schemes (LMD, research programmes, mobility, ...).
- It manages support for student life (social assistance, diversity, disability).
- It contributes to the synthesis and the orientations of the budget dedicated to scholarships and aid to students, to the means of research, to the entry of higher education institutions Culture in the Communities of universities and institutions (PRES)...
Regulation:
- It helps to harmonize the statutes of staff and institutions and to introduce measures for students.
Valuation:
- It promotes higher education in Culture and contributes to regulation between the various sectors (heritage, architecture, visual arts, performing arts, audiovisual, etc.).
- It coordinates the production of a brochure, participates in fairs, supports publications, etc.
