The Emerging Scholarship aims to support the design, launch and early development of new print publications or online press services.
Presentation of the scholarship
Created by the decree of 26 August 2016 amending the 2012 decree on the reform of aid to the press [...], this system allows young associations or press companies to benefit from financial support offering them the means to face their first expenses and develop their editorial concept and business plan. It is not necessary to be approved by the Joint Committee on Publications and News Agencies (CPPAP) at the time of filing.
Award decisions are made by the Director General of Media and Cultural Industries after the advice of the Strategic Press Development Fund Steering Committee, in its formation as a club of innovators.
The structure must meet the following criteria:
- be less than three years old;
- be a small or medium-sized enterprise with fewer than 25 employees;
- be continuously owned by at least 50% of its capital by natural persons or by a company meeting the above two criteria and whose capital is held at least 50% by natural persons
Companies whose main purpose is the creation and operation of a printed press title or an online press service intended to meet or meet the criteria of Article 9 of the aforementioned decree are eligible.
Namely, for print titles:
- newspapers and publications (from daily newspapers to quarterly ones), of a political and general information nature, recognized as such by the Joint Commission ;
- the publications daily providing regular information and commentary on national and international all sports disciplines ;
- free printed publications of political and general information with a maximum weekly periodicity.
For online media services, editorial content must meet one of the following criteria:
- present a political and general information character or be devoted largely to political and general information ("39 bis A"), recognized as such by the Joint Commission ;
- provide regular information and comments on national and international news from all sports;
- develop professional information;
- promote access to knowledge and training, the dissemination of thought, debate of ideas, general culture and scientific research.
The editorial content proposed by the online press service must be published for a significant part in French or in a regional language in use in France. It may, however, be published in a foreign language if it contributes to the influence of French thought.
The Steering Committee of the Strategic Press Development Fund, in its formation as a club of innovators, issues an opinion on the allocation of aid from the Press Emergence and Innovation Support Fund.
It assesses files taking into account:
- their editorial project;
- the construction of the business plan;
- human resources allocated to the project and recruitment forecasts.
The scholarship is an operating grant that can include all types of project expenses.
With a maximum amount of €50,000, the scholarship is paid in two instalments. A first payment (corresponding to 60% of the total amount of the grant) shall be made at the time of its award, following the conclusion of an agreement between the beneficiary and the Directorate-General for Media and Cultural Industries. The balance is paid after consideration of the progress of the project by the administration, following the request of the beneficiary.
The same structure can only benefit from an emergence scholarship.

The scholarship application must include a detailed presentation of the editorial project of the press company, its business and financing plan, as well as its human resources and recruitment forecasts.
The application may be submitted at least 6 months after the signing of the agreement.

In this form, you are asked to detail in particular the following aspects:
- the employment that has been made of the share of subsidy already paid, as well as the employment that is envisaged from the future balance;
- the projected schedule of the project as a whole (start and stages of the project);
- the progress of the project (actions taken, number of issues or articles published, number of readers, number of subscribers, etc.);
- if applicable, the recruitments made;
- promotion and readership recruitment actions undertaken.
Your request must be accompanied by the RIB in force in the company/association (preferably identical to that of the agreement), the valid CPPAP certificate of registration as well as any ancillary elements considered useful.

After examining the supporting documents submitted by the beneficiary, if the initial objectives are not achieved, the administration may order the reimbursement of all or part of the sums already paid, the suspension of the grant or the reduction of its amount.
Upon completion of the project, the beneficiaries shall transmit to the Directorate for Media and Cultural Industries a report on the implementation of the project and a report on the employment of the grant. If the project is not completed two years after the decision to award the grant, the recipient shall submit a progress report before the expiry of that period.
On-site verification of the accuracy of the information provided may be performed.
If the purpose of the grant has been changed without authorization, or if the grant recipient has not declared the completion of the project within four years of the award decision, the Directorate-General for Media and Cultural Industries may require full or partial repayment of the subsidy paid.
The call for projects is open throughout theyear 2024.
