Aid for modernization of broadcasters
To support the modernization of the print media sales network, the State has created a mechanism to support the modernization of broadcasters.
Presentdevelopment of aid
Established by Article 134 of the Amending Finance Law for 2004, this aid is funded by the Ministry of Culture from the "Press and Media" programme of the "Media, Book and Cultural Industries" mission of the general State budget, within the limits of the appropriations available.
This modernization aid is a direct subsidy, granted under certain conditions to broadcasters wishing to renovate their sales space or optimise their management of press products.
NB: This assistance is not intended to support the broadcaster’s other activities.
Two types of projects are eligible for the aid:
- on the one hand, the projects of sales space modernization (furniture and equipment directly related to the press presentation) ;
- on the other hand, the computer modernization (hardware and software suitable for managing press products).
The condition be completed to access help
The following are eligible for aid:
1. The newsstand operators ;
2. Broadcasters commonly referred to as press diffusers specialists in small area :
- with a total sales area of up to 30 m²;
- devoting at least 50 linear meters developed to the sale of the press;
- having an annual turnover of at least €90,000 in press sales;
3. Other news broadcasters:
- exhibiting in the window, when available, both the daily and magazine press, ensuring a regular rotation of titles;
- opening the point of sale:
- six days a week, of which Sunday morning is mandatory;
- six days a week with one of the following schedules: opening no later than 6.30, without interruption between 12.00 and 2.00 pm, until 7.30 pm;
- six days a week, nine hours a day; - devoting a large part of the wall linear to the exhibition of the press (see table below):
- having a linear wall press of at least 4 meters on the ground;
- having a press sign on the front of the store, subject to applicable regulations.
These conditions must be met by the press broadcasters at the latest at the end of their modernization project.
Eligible expenditure as defined in the application form for the terms and conditions must, in order to be eligible for a grant, represent at least a total amount of €1500 excluding tax.
A press broadcaster who has already received a grant for a computer modernization project may, for the same reason, benefit from new aid only if the new project presented does not consist in a simple renewal of the equipment.
The attriband payment of the grant
The decision to award the grant shall be taken by the Minister of Culture after the aid management body has examined the case.
The broadcaster to which a grant has been granted has six months to complete the subsidized upgrades.
The final amount of the grant shall be determined on the basis of the supporting documents submitted by the applicant to the managing body when the modernisation project is fully implemented. In any event, this final amount may not exceed that of the subsidy originally granted.
The grant is a one-time payment.
The device is currently closed.
The procedures for filing new applications will be clarified later, in the second quarter of 2023.
No application may be heard or admissible before the device is reopened.
