The action of the Ministry of Culture in favor of the artistic and cultural practices of the population is one of the levers of the democratization of access to art and culture.
Policy in favour of artistic and cultural practices
The Ministry of Culture intends to pay renewed attention to the cultural practices of the French: reading books, listening to music, attending museums, monuments or performance halls, participating in festivals, etc., but also artistic practices such as playing a musical instrument, painting or doing theater, or digital practices.
These practices are part of the overall development of arts and cultural education and contribute to the cultural development of territories and artistic renewal. They contribute fully to the formation and development of individuals.
Strengthening social cohesion
Hundreds of thousands of French people choose music, singing, theatre, writing, dance, visual arts, photography, cinema, digital creation… to discover the works and their creators, to express themselves together freely and often publicly.
Cultural practices are also an opportunity for everyone to share an interest or passion for the humanities or scientific and technical culture.
Whether they are collective or individual practices, whether they bring together youth or are intergenerational, whether they are organized in autonomy or at the invitation of the educational, cultural or social fabric, they exist, continue, renew themselves and strengthen social cohesion.
Address everyone
The ministry supports the development of artistic and cultural practices through national associations of amateur artistic practices and popular education federations. These practices are also encouraged through partnerships with national solidarity or anti-poverty associations.
In partnership, this policy also involves other ministries, local and regional authorities but also the voluntary sector.
National arrangements are implemented within the regional cultural affairs directorates and cultural affairs directorates, such as the Amateur Arts and Culture Fund (FEIACA) and the fanfare plan.
The national operation the Cultural Summer also offers many projects integrating artistic practice. In this context, residents of a territory are invited to learn about an art, share the daily life of an artist in residence, take part in a participatory project…
Digital technology as a tool for cultural democratization
Today more than 9 out of 10 French people are connected to the Internet and 82% of them are daily. French cultural practices are also digital and digital tools are renewing these practices.
The Ministry of Culture uses the potential of digital technology to make available the available cultural resources. The objective is to facilitate access and reach new audiences.
Digital not only offers new creative tools but also channels accessible to all to share, disseminate practices and creations.
Two platforms of the Ministry of Culture, Culture at home and Art history, offer many opportunities to discover online content: podcasts, videos, games, virtual tours or educational files, chronological references.
They contribute to the dissemination of knowledge and access to culture, by proposing a cultural offer that meets new uses.
