BEC & Cultural Policy
The EAC is a transversal policy that only makes sense in a fine articulation with the policies of conservation of heritage and support for creation. The action is based on the mobilization of cultural actors, creators and places of dissemination of heritage and/or contemporary creation, on their involvement in the construction of projects in partnership.
BEC & Citizenship
In the face of the tragic events that struck France in January 2015, the government’s priority for arts and cultural education is reinforced. As an essential vector of social cohesion, culture can, in fact, contribute to bringing the values of the Republic: respect, otherness, secularity, reduction of inequalities, etc. It allows to discover its emotions, to have access to the sensitive, to live collective experiences and debate.
As such, it is part of several measures of the Interdepartmental Committee on Equality and Citizenship, announced on March 6, 2015, focusing on French language proficiency, mobilising cultural and audiovisual institutions to reach out to the most culturally remote audiences (especially in the city’s political districts and isolated rural areas), and the development of mediation and media literacy tools. For example, a specific call for projects, with €1 million, was launched by the General Delegation for French and French Languages (DGLFLF).
BEC & Image, Media and Digital Education
In order to meet the challenges of contemporary society, two axes are also developed: on the one hand, digital, an integral part of the creation or support of social media expression, and on the other hand, media and image education, to give each young person the ability to decipher the information.
The development of media, information and digital education is one of the priority areas for the use of the €4m extra decentralized exceptionally to the DRDs thanks to the thaw of the 224 programme in 2015. Projects can take various forms: partnerships between the local media and schools and universities, creation of middle school, high school and student media, Discovery modules on the world of press and media in partnership with the Centre de liaison de l'enseignement et des médias d'information (CLEMI), production of educational content by the public audiovisual sector, etc.
EAC & educational policy
On 11 February 2015, Fleur Pellerin and Najat Vallaud-Belkacem presented, in the Council of Ministers, their draft joint roadmap on Arts and Cultural Education (EAC). This framework document aims to consolidate the partnership between the Ministry of Culture and Communication and the Ministry of National Education, at national and decentralized levels. The strengthening of the national steering has resulted in a first meeting of Regional Directors of Cultural Affairs (DRAC) and Rectors on 9 June 2015.
The registration of the EAC in the school programs is effective thanks to the decree of 1er July 2015 relating to the referential for the course of the Higher Programme Council. This repository sets out the main training objectives and the associated progress benchmarks to build the pathway for cycles 1 to 4, from the small kindergarten section to 3th.
