City policy
An interdepartmental and contractual policy, the city’s policy mobilizes and engages all ministries, including the Ministry of Culture and Communication.
The programming law for the city and urban cohesion of 21 February 2014 set the principles of the new city policy and defined the new priority geography of city contracts with the objective of reducing inequalities between territories. City contracts are drawn up on territories comprising one or more priority neighbourhoods of the city’s policy for a period of 6 years (2015-2020).
the city contracts are concluded on an intercommunal scale between, on the one hand, the State and its public establishments and, on the other hand, the municipalities and public establishments of intercommunal cooperation. These contracts are also signed by the departments, regions and social protection bodies.
Culture in city politics
The Interdepartmental Committee on Equality and Citizenship (ICCS) of 6 March 2015 recalled that culture can contribute to the values that must underpin our society: "respect for others, values of citizenship, secularism, and to combat social inequalities, the exclusion of a part of the population, the ideology of hatred and the lack of recognition".
PACA Regional Cultural Affairs Directorate has contributed to the definition of the priorities of intervention of the State in the contracts of city by relying on the triennial convention of objectives signed on 5 March 2014 between the two ministries (city and culture) and the decisions of the CIEC of 6 March 2015 mentioned above.
The main issues are:
- putting arts and cultural education at the heart of city contracts:
ensure, within the framework of the national arts and cultural education project, that young people in working-class neighbourhoods benefit in priority from an arts and cultural education course built in the complementarity of school, extracurricular and leisure time. A follow-up will have to be put in place of the EAC routes over all the time of life of the children and young people of the political districts of the city)
- Support local artistic teams and venues that provide a structure for the territories and audiences of city policy;
- strengthening the fight against illiteracy, in particular by relying on reading territory contracts (CTL), partnership agreements with local authorities.
- to enhance the history and memory of the neighbourhoods in their cultural diversity with the aim of facilitating the best living together and the appropriation of the living environment by the inhabitants in particular in the context of urban renewal and the heritage of the 20th century. In particular, the regional system "Identities, Pathways and Memory" (IPM) in partnership with the Direction régionale de la jeunesse et des sports et de la cohésion sociale (DRJSCS) Since 2001, it has contributed to this by supporting artistic projects working on these issues with the population.
- mobilize qualified cultural facilities and artistic teams in a networking and partnership approach with local social structures to reach out to neighbourhood audiences.
The politics of the city to the DRAC is part of the public and territorial pole in a transversal and partnership approach to developing access to culture in close connection with other DRAC services, other State services and local and regional authorities.
The actions supported (in connection with or within the framework of city contracts) concern all the fields of intervention of the DRAC (from heritage to live performance, from reading to cinema,..) and the tools that serve them (arts education, local participation, mediation).
The new priority geography city contracts in Provence-Alpes-Côte d'Azur has 30 Public Institutions for Intercommunale Cooperation (EPCI) covering some 50 municipalities.
