In 1932, the Loucheur Act was passed to allow 200,000 homes to be built and to offer attractive loans to individuals. It is in this context that Gaston Castel is in charge of the construction of several Habitations Bon Marché projects, the "HBM", in Marseille.
A dozen years after the construction of the HBM Paul Strauss in the Saint-Gabriel district, by his confreres François Clermont and Joseph Huot, Gaston Castel made the group "Eugène Michelis", between Saint-Loup and Valbarelle.
This complex consists of about ten buildings organized around a large oval courtyard, as well as some isolated buildings. The buildings all follow the same plan, and have the same tripartite facade, with the exception of a few, which were adjoined in the manner of the HBM Paul Strauss.
Each building has three floors on the ground floor, and is covered with mechanical hollow tiles on the side parts. The ground floor is distinguished by a coating of different color compared to the rest of the facade, and a projecting cornice, which creates a clear separation with the floors. This bedrock is often designed in such a way as to catch up with the level of the terrain, which is quite large depending on the area. The central body of the building is raised and overhung by a roof terrace, it distinguishes on the façade the distribution spaces, and is pierced on the ground floor by a semi-circular entrance. The two lower lateral bodies are animated by numerous windows and balconies.
This set of constructions was completed in 1957 by the building "Michelis Million", a four-storey bar that allowed to accommodate several hundred additional people. Within the complex of buildings, many local shops have settled down over the years, creating a small center of life in the neighborhood.
