Ecological transition and heritage protection: the State in the region makes recommendations to reconcile two major objectives
A series of advice sheets is proposed to guide professionals, elected officials and individuals on good practices in terms of thermal performance of buildings and installation of photovoltaic panels in protected space.
The commitment made by France to reach 33% renewable energy by 2030 in its total gross energy consumption and achieve carbon neutrality by 2050 has led to an important reflection on the integration in the building of photovoltaic systems and on improving energy performance in the renovation of architectural heritage.
Working groups, jointly led by the Regional Directorate for Environment, Planning and Housing (DREAL) and the Regional Directorate for Cultural Affairs (DRAC), and involving the Centre for Risk, Mobility and Planning Studies and Expertise (CEREMA), the French Environment and Energy Management Agency (ADEME) and the Conseil d'Architecture, d'Urbanisme et d'Environnement (CAUE), the Préalpes d'azur National Park and the Renewable Solar Energy Syndicate (ENERPLAN), have made it possible to develop a common approach, adapted to the different climatic conditions of the region.
The result of this work is the realization of advice sheets on the thermal performance of the building and on the use of solar energy (installation of photovoltaic panels) on new or old constructions and in a heritage context.
The challenge is to reconcile the protection of this heritage and the improvement of the energy expenditure of buildings in a region where 20% of the territory is protected under the code environment, heritage or urban planning and where landscapes, historic sites or protected buildings are key elements of the cultural heritage of a city, department and region.
All these sheets are downloadable in the tabs below. They are organized by geographical area and built typology. They must provide better guidance to petitioners and professionals before presenting their projects to the State services.
