Civic Service at the Ministry of Culture
What is civic service?
A voluntary commitment
The Civic Service is a voluntary commitment to the public interest, open to all young people 16 to 25 years old, without diploma requirements The only thing that counts is self-knowledge and motivation.
Indemnified
The Civic Service, compensated 573 euros net per month, may be carried out with associations, local authorities (municipalities, departments or regions) or public institutions (museums, colleges, high schools, etc.), over a period of 6 to 12 months in France or abroad, for a mission of at least 24 hours a week. A Civic Service commitment is not incompatible with further education or part-time employment.
In 9 areas of intervention
It can be done in 9 main areas: culture and leisure, international development and humanitarian action, education for all, environment, emergency response in case of crisis, memory and citizenship, health, solidarity, sport.
The National Civic Service Agency
Created on 12 May 2010, the Civic Service Agency is a Public Interest Group (GIP) whose mission is to:
- to define the strategic orientations and priority tasks of the Civic Service mentioned in Article L. 120-1;
- to ensure the management of approvals and financial support provided by the State for the reception of volunteers in Civic Service;
- to promote and enhance the Civic Service with particular reference to the public concerned, youth reception and guidance agencies, educational institutions and professional branches;
- ensure equal access for all citizens to the Civic Service;
- to promote the connection of persons interested in a Civic Service with authorised legal persons proposing a Civic Service contract;
- monitor and evaluate the implementation of the Civic Service;
- to establish and monitor the conditions for ensuring the social diversity of the beneficiaries of the Civic Service;
- to animate the network of volunteers and former volunteers in Civic Service;
- to define the content of civic and civic education provided for in Article L. 120-14.
The Civic Service Agency is chaired by François Chérèque.

The development of the system
The Ministry of Culture participates in the great national ambition launched by the President of the Republic and announced during his speech on February 5, 2015. Civic service has become universal since June 1, 2015. And the goal is to welcome 70,000 young people in civic service in 2015 and 150,000 in 2016. The resources of the national civic service agency have been strengthened and will be strengthened in this regard.
The launch of the major "Citizens of Culture" programme
The second major civic service program was launched on Thursday, May 21 at the Centre Georges Pompidou. Entitled “Citizens of Culture”, this major program will enable 16,000 civic service missions to be carried out by the end of 2016, including 6,000 this year. The new missions of the Civic Service "Citizens of Culture" will focus on two themes, reflecting the Government’s priorities:
- Promote access to culture for all, because the cultural offer must be brought as close as possible to the populations, especially those most remote from it;
- Putting culture at the service of republican values, to reinforce republican sense and attachment.
The volunteers will be welcomed in public institutions of the Ministry of Culture, partner associations and local authorities.
Many missions will be proposed to them: go to meet the inhabitants to inform them of the cultural events taking place in their territory and facilitate their access, organize cultural discovery times for audiences that are usually far away (people with disabilities, isolated elderly people, etc.), keep the memory of places and territories alive, contribute to public awareness of reading and writing. To guarantee the quality and the interest of the missions that will be offered to young volunteers, the Ministry of the City and the Ministry of Culture have also decided to issue a charter of civic service in the cultural sector. This charter provides that missions must be part of a national framework set by the ministry, and allow direct contact with the population. At least 25% of the missions will have to be entrusted to young people from the priority neighbourhoods of the city policy. Finally, an experimental programme "culture and neighbourhoods" will soon be launched in the priority areas of city policy with the objective of including the greatest number of young people in the missions of the culture sector, promoting diversity and diversity.
