Cultural policy and actions
The cultural policy defined by the government is implemented and coordinated locally by the regional cultural affairs directorate (DRAC), under the authority of the regional prefect.
Its mission is to provide advice and expertise to cultural partners and local authorities and propose to the Prefect of the Region the allocation of financial support from the State to professionals and artists according to the projects presented.
It also oversees the application of laws and regulations in the cultural field and provides a variety of intervention, facilitation, information, advice and expertise, and evaluation functions in all areas of the ministry’s expertise: cultural development of the territory, patronage, plastic arts, arts and cultural education, archives, books and reading, languages of France, music and dance, cinema and audiovisual, theatre and street arts, heritage, museums, archaeology and architecture.
It is on the regional direction of cultural affairs that the coherence of a global cultural policy in the region, in partnership with local authorities, is based.
It intervenes on:
- the protection and enhancement of the heritage by preserving and enhancing the various heritages and making them accessible,
- Support for artistic creation by allocating aid to companies,
- Spatial planning and cultural rebalancing by consolidating the network of public facilities and promoting the emergence of local places (museums, performance halls, libraries),
- Arts education and cultural action, supporting communities in the implementation of territorial plans for young, school and specific audiences; and supporting arts education and cultural action projects led by cultural operators. This support translates into assistance to artistic residencies, practice workshops, training actions, artistic teachings and options, to help develop the artistic and cultural education path of young people and throughout life,
- Cultural economy. The regional directorates also have the mission to participate in the structuring of the economic sector of culture and to encourage operations of cultural patronage
To conduct these actions the regional director is surrounded by a team of 148 people with artistic and cultural skills, scientific and technical expertise within a region which benefits from very great resources in terms of heritage and cultural facilities and whose reputation derives largely from the quality of its festivals and the diversity of its cultural actors.
