Culture and Health
The definition of a policy for the development of cultural projects in health facilities was initiated on 4 May 1999 with the signing of a first agreement between the ministries responsible for culture and health.

By promoting encounters between the hospital and artistic and cultural worlds, the partnership projects supported in the Hospital Culture scheme allow a public "prevented" by hospitalization and illness, access to quality cultural actions and artistic practices. They helped to boost the opening of the hospital to the city, to give a new place to the user, to enrich professional practices.
The place of culture in the health system was strongly reaffirmed by the provisions of the law of 21 July 2009 on hospital reform and relating to patients, health and territories, creating the ARS. The law states that: “(…) the regional health agencies are responsible, in association with the Drac but also the local authorities who wish to encourage and encourage, within the institutions, the development and implementation of a cultural component.” The signing, on May 6, 2010, of a new inter-ministerial convention "Culture and Health" opened up new possibilities for collaboration in the pursuit of a policy aimed at strengthening the democratization of culture in health facilities and integrating the medical and social sector.
In this context, the Director General of the Regional Health Agency and the Regional Director of Cultural Affairs Occitanie, after having ensured the continuity of the culture system in the hospital from 2010 to 2012, set goals for a new ambition:
- an opening of the system to the medico-social structures of the region;
- a policy of territorial rebalancing through accompanying structures in territories isolated from the cultural offer.
A new agreement signed on 22 November 2012 as well as a set of specifications allows for the deployment of new resources.
Every year in the fall, a call for projects is posted on the ARS and Drac website.
A file validation commission takes place in January of the following year.
