Cinema activity is governed by the Film Code
The Cinema code, is divided into five parts:
- administrative organisation,
- professions and activities,
- financing and taxation of film and other arts and industries of the animated image,
- controls and sanctions,
- certain provisions relating to the overseas territories.

Build equipment with more than 300 seats or add to existing equipment.
Your project must be approved by the Departmental Commission for Commercial Development in Cinematography | CDAC. Take the attachment of the secretariat of the CDAC to the Prefecture of the implementation department which will tell you the steps to follow and the documents to provide to deposit your file.
The Commission decides on the following two criteria:
The potential effect on the cinematographic diversity offered to viewers in the relevant area of cinematographic influence, as assessed by the following indicators:
- The proposed programming project for the establishment of cinematographic shows which is the subject of the application for authorization and, where appropriate, the fulfilment of any programming commitments made,
- The nature and cultural diversity of the cinematographic offer offered in the area concerned, taking into account the cinema attendance,
- The situation of access of cinematographic works to cinemas and cinemas to cinematographic works for existing cinematographic establishments.
The effect of the project on cultural land use planning, environmental protection and the quality of urban planning, assessed using the following indicators:
- The geographical location of cinematographic establishments in the area of cinematographic influence and the quality of their equipment,
- The preservation of cultural activity and respect for the balance of urban areas,
- The environmental quality appreciated by taking into account the different modes of public transport, the quality of the road service, parking lots,
- The insertion of the project in its environment,
- The location of the project.
Apply for authorization to operate and certify film equipment.
Mandatory Steps.
- Go to the section "Exercise authorization and certification of rooms" from the NCC site,
- Download, complete and return authorization and registration forms.
Request the transfer of tickets from your licensed room to another location on a temporary basis.

- Download, complete and return the specified or undetermined DEF displacement declaration forms.

A formal request must be made to the NCC for review by the Drac.
Do an outdoor movie.
Any screening must be authorized by the CNC, whether for free or for a fee, for any screening of films longer than 59 minutes. The deadline for the broadcast of feature films is one year from the date of obtaining the visa (visa date available under "Visa and Classification"). No derogation from the time limit may be issued.
The specific authorisation shall be issued taking into account the following criteria:
- the location and number of sessions envisaged,
- the social and cultural interest of the projections,
- the local situation of film exploitation.
Since 2011, the application is made online on the NCC site in the “My Space” tab, the Drac will review your request and advise the NCC who will respond.
Create a movie club or organize a few sessions in the year in an exceptional way.
Go to the section Non-commercial broadcasting from the NCC website.
Apply to the NCC for funding for the construction or fit-up of film equipment.
