Media and Information Education (MIL) in Hauts-de-France
Media and Information Literacy (MIL) is an essential element to prepare for the exercise of citizenship in a democracy.
The IMS should allow everyone to live a citizen media practice:
- be able to inform oneself, express oneself freely, broaden one’s horizon, apprehend the world in all its complexity, develop one’s critical mind;
- acquire skills to critically and distanced from the content offered by all media, to search, select and interpret information, to evaluate and analyze the sources of the proposed information;
- free themselves from the paths set by social networks, their algorithms and their uninterrupted flows;
- understand the value of intangible content in order to fight against piracy and promote the defence of copyright;
- understand media, networks and information phenomena in all their dimensions: economic, societal, technical, ethical.
Since 2015, the Ministry of Culture has proposed an ambitious plan for media and information education, primarily for young audiences.
The DRAC Hauts-de-France supports media and information education projects and stakeholders involved in these initiatives through the following mechanisms:
Community Social Information Media Support Fund (FSMISP)
The Ministry of Culture has created a sustainable support fund dedicated to local social news media. As tools for information, expression, creation and dialogue, local media build trust with citizens and are the best bulwark against «digital populism».
These media have three strengths:
- they are a vector of information and a factor of social cohesion by contributing to the vigor of the local democratic debate and by giving voice to the inhabitants, in particular in the priority districts of the city policy or the areas of rural revitalization.
- they contribute to enhancing the image of the territories and making it evolve;
- they allow a wide audience to become familiar with journalistic practice, thus participating in the objective of media education.
These media can be online press services (press website, newsletter, webtélé, webradio, etc.), or also communication services to the public by electronic means putting online content of general interest regularly renewed and subject to journalistic treatment.
The application form for the call for projects is completely dematerialized and accessible only from the platform «My online procedures».

The call for projects «Media and information education»
It is a support program of the Regional Directorate of Cultural Affairs Hauts-de-France for media, information and freedom of expression education actions. The Media and Information Literacy Plan has two components:
Strand 1: supporting media and information education actors in the Hauts-de-France region
Strand 2: Strengthen the support and development of media and information education in libraries.

EMI'cycle network: the network of EMI actors in the Hauts-de-France region
First regional network of its kind, EMI'cycle allows the territory of Hauts-de-France to become «Pilot Region». The EMI'cycle network brings together researchers, journalists, national, popular and specialized education professionals, thus forming a collective intelligence of media and information education actors in the Hauts-de-France region. The network is observer uses, enumerator of actors, skills, actions and modalities of intervention in MIL at the regional level, collector of educational tools and resources and experimenter of innovative pedagogical approaches.
EMI'cycle is a catalyst a regional dynamic of media and information education activities carried out by its members.
EMI'cycle defends equal access of the inhabitants of Hauts-de-France to the IMS. Thus, EMI'cycle identifies skills and geographical areas not covered by NDE in order to remedy them through intervention and/ or training.
The residences of journalists
The DRAC Hauts-de-France wishes to strengthen and develop media and information education activities, primarily for young audiences. This commitment has resulted in an increase in the deconcentrated appropriations of BOP 224. This program aims to extend the residency procedures supported so far by the Ministry in the artistic and cultural fields to the field of media and information education.
These residencies are intended to support projects led by the territories, in order to:
- qualify existing productions or develop new editorial projects by promoting partnerships between local and national professional media interested in them;
- help to structure or professionalize local media initiatives;
- Implement media and information education activities for audiences mobilized in new editorial or community media projects;
- implement media and information education activities for young people.
These residences:
- are aimed at professional journalists (independent journalists or journalists integrated into a newsroom);
- within the framework of the IMS, priority shall be given to out-of-school time or out-of-school time/out-of-school time;
- Take place mainly in priority territories (QPV or rural areas);
- benefit from co-financing, in particular by local authorities.
