An exceptional heritage project in preparation since 2020
The conversion of the site of the Abbey of Clairvaux will undoubtedly remain in the memories as one of the most unusual heritage projects of this early century. This former abbey, whose buildings go from the XIIe in XIXe, which houses since 1808 a prison, will know a new page of its history with the ambition for the State and the Collectivities, under the responsibility of its project manager, Sébastien Zonghero, to make it an exemplary spatial planning operation.
The year 2021 saw the signing of a Cooperation Convention between the State and Local Authorities, the selection of a project management assistant mobilized to support the coordination of this complex project, and finally to carry out important studies and technical surveys.
Clairvaux, includes strategic issues whose treatment must be up to the challenge that this 32-hectare site represents in terms of architecture, heritage, economic development and sustainable regional development.
Three candidates: ADIM Est, EDEIS Concession and REDMAN-SOVERENCY
Following the call for expressions of interest launched last July, three candidates have just been nominated by the jury State-Local authorities meeting in Troyes on 14 November.
One of these three candidates will be declared winner by the same jury and announced by the end of 2023 2023. Until then, and according to the consultation regulation, several rounds of negotiations will be conducted to build their conversion projects.
First act of this phase of dialogue with the candidates to the sub-prefecture of Bar-sur-Aube, November 28, 2022: a context meeting and presentation of the challenges of reconversion of the site, around the Sub-Prefect, the Ministry of Culture (the General Directorate of Heritage and Architecture, the DRAC Grand Est and the Architect of the buildings of France), the Directorate of Real Estate of the State, the Chief Architect of the historical monuments, and in the presence of representatives of local authorities.
The next day, 29 November 2022, a complete visit of the site was proposed to the candidates, guided by the Director of the Maison Centrale de Clairvaux (which will definitively close its doors in September 2023) and the Renaissance Association of the Abbey of Clairvaux.
Next step : a new dialogue session with the three candidates in January with a view to the submission of the initial offers expected by 28 February 2023.
The common objective of the State and local authorities is to build by September 2023, the most ambitious project in terms of heritage enhancement and regional planning, but also the most relevant with regard to the envisaged activities and the proposed economic model.

tourism development and the establishment of new economic activities on the site as part of a regional development strategy;
the restoration, preservation and enhancement of historic monuments;
the layout of interior and exterior spaces.
