Departmental Units of Architecture and Heritage in Nouvelle-Aquitaine
Multidisciplinary teams of architects, engineers, technicians and administrative staff, the Departmental Units of Architecture and Heritage (UDAP) are local services of the DRAC located in each department of the region.
The UDAP participate in the protection of spaces, informing elected officials of their interest and their management rules. They also collaborate in defining the requirements and recommendations to be applied. Once these provisions have been approved, the DUPs are responsible for their compliance by checking the conformity of particular projects with provisions of general interest and by issuing opinions in accordance with the urban planning, heritage and environmental codes.
They participate in departmental heritage and sites commissions. They award labels related to tax exemption in the context of real estate restoration programs in Outstanding Heritage Sites or of the Heritage Foundation.
What are the U’s missionsDAP?
- Advise the public and public contracting authorities in the development and implementation of their architectural projects;
- Ensure that the assets and the architectural quality in the planning of the territory and the policy of the city and in particular in the framework of the National Agency for Urban Renewal (ANRU);
- Participate in the implementation of advertising regulations and city signs in accordance with the law of 29 December 1979 within the framework of the environmental code;
- Take part in the definition of guidelines and the preparation of planning documents (inform, PLU, SCOT);
- Ensure the inclusion of requirements relating to the quality of buildings, the protection of landscapes and the consideration of heritage in its various forms, from monuments to urban areas and landscapes;
- Encourage contemporary architecture that harmoniously integrates into its built or natural environment.
How scientific and tech control is exercisednic?
In collaboration with the Regional Conservation of Historic Monuments (CRMH) and the Regional Archaeological Service (SRA), the UDAP are involved in the scientific and technical control mission for the Historic Monument:
- by updating the monuments' health map every five years;
- by receiving all requests from owners prior to work authorizations;
- by the establishment, for the CRMH, of a certificate of execution certifying the conformity of the subsidized work carried out in accordance with the requirements required by the services of the historic monuments;
- as part of a maintenance project management.
- as part of the selection of protected furniture and buildings that may be subject to maintenance work subsidized by the DRAC, in collaboration with the CRMH.
To the head ofe the UDAP, the architect of Les Bâtiments de France (ABF):
- ensures the application of legislation on architecture, urbanism, sites, historic monuments and their surroundings, in connection with the services of the Ministry of Ecological and Inclusive Transition;
- ensures the proper conservation of protected monuments, and ensures the project management of works on monuments belonging to the State under the Ministry of Culture;
- is curator of these monuments, including cathedrals.
