Books and reading in Hauts-de-France
The DRAC Hauts-de-France provides information, expertise and advice to local authorities and professional circles that make up the book chain (writers, publishers, booksellers, librarians, associations involved in the development of reading and writing, organizers of literary events).
She dickcontributes to the cultural development of the territory in the following areas:
Libraries and media libraries
With the support of the General Decentralisation Allocation (DGD) , the DRAC Hauts-de-France accompanies the construction and modernization projects, extension of opening hours worn by local authorities, while taking into account their good distribution within the regional territory in order to allow a coherent network aimed at covering a wide accessibility of the public. In a more specific way, it supports the 8 Classified Municipal Libraries (BMC) of the Hauts de France region that have signed a contract with the State and have made available state preservatives.

Reading and writing
By working for its development, fighting against illiteracy and participating in the Contracts territory reading (CTL) the DRAC Hauts-de-France aims to structure library networks within the EPCI. It aims to preserve, preserve and enhance the written, graphic and literary heritage.
Since 2018, departmental reading-roaming contracts (CDLI) have strengthened public reading networks in a mobile cultural action and proximity.
This system, set up under the library map and inspired by the program Culture near you, is specifically intended for departmental councils. It is complementary to the territory-reading contracts in terms of developing synergies and networking of actors, while focusing primarily on rurality. Its action objectives correspond to territories with landlocked areas where it is important to bring culture and engineering from the departmental library as close as possible to small libraries and inhabitants to ensure equal access to culture on the whole territory.
The DRAC participates in literary events, fairs and residencies and monitors continuing education projects for all professions. It accompanies the EAC devices in connection with the book and reading carried by local authorities and associations.
Finally it is in relation with the National Book Centre (CNL), the National Library of France (BNF) in their territorial approach. It cooperates with theRegional Book and Reading Agency (AR2L).
Book economy
The DRAC Hauts-de-France supports the networks and their structuring by supporting the main regional associations in association with the Hauts de France regional council (AR2L, association des éditeurs, association des libraires, association des bibliothécaires). It provides advice and assistance to independent publishing houses, awards the Regional Reference Bookshop (LIR) label and finds infringements at the single price of the book.
