Remarkable Heritage Sites (RPD)
The DRAC Grand Est has developed fact sheets for communities to help them build a remarkable heritage site.
Notable Heritage Sites (RPS) have been substituted for AVAP, ZPPAUP and safeguarded areas.
The six fact sheets produced by the DRAC Grand Est describe, in a practical way, the different stages of the establishment of an RPD, detailing the responsibilities of the different stakeholders.
- The RPD classification phase
The classification phase may be initiated either at the initiative of the State (sheet 1.1) at the initiative of the community, municipality or competent authority in respect of the planning document (sheet 1.2).
The classification is taken by order of the Minister of Culture, which delimits its perimeter.
- The development phase of the SPR management tool;
The SPR can be equipped with either a Backup and Development Plan (PSMV), or an Architecture and Heritage Valuation Plan (PVAP), or combine these two tools within the scope of the SPR.
The Backup and Enhancement Plan (PSMV) is in principle developed under the authority of the State (Direction régionale des affaires culturelles - DRAC), (sheet 2.1), however, the texts provide for the possibility of delegating this project management to the community which requests it (sheet 2.2).
The Architecture and Heritage Development Plan (PVAP) is always developed under the authority of the community (sheet 3).
- Setting up a local commission
From the date of filing under the RPD, a local board must be established (sheet 4).
