What are participation in cultural life and territorial policies?
Actions to support participation and cultural life and territorial policies can involve all cultural actors, institutional or not, of a territory, in a partnership logic. They are divided into the following themes:
- Artistic and cultural education outside and in school time: actions, projects, partnerships allowing children and adolescents to develop artistic or cultural practices, to discover works, artists, diversity of heritage.
- Actions carried out in conservatories and specialized artistic educational institutions
- Media, image, information and digital literacy
- Training actions for professionals likely to contribute to artistic and cultural education actions (artists, education professionals, social link, etc.)
- Actions for people placed in the hands of justice, in care and medico-social establishment, disabled
- Actions Culture and sport, Cultural Olympiad
- Actions to support popular education, solidarity and social cohesion
- Cultural development of territories, attractiveness of territories, cultural tourism: the Ministry encourages and supports actions and projects that contribute to the cultural development of territories, their attractiveness, the development of cultural tourism taking into account the inequalities of access to culture.
- Territorial contractualizations: territorial conventions of artistic and cultural education, local contracts of artistic education, contractualizations with local authorities, cultural projects of territory in particular which include multipartnership (State, local authorities, cultural actors, other partners).
- Support for amateur practices
- Training activities for actors in cultural life
- Support for digital cultural mediation
Objectives of the approach
The grants and contractualizations granted in terms of participation in cultural life and territorial policies aim to constitute a lever for networking and mobilization of all stakeholders (artists, cultural structures, associations, communities, etc.). The grants support many projects in the fields of intervention «Participation in cultural life and territorial policies» of the Ministry of Culture. Contractualizations support local authorities in their territorial cultural projects.
Projects can be related to a discipline, or be multidisciplinary. They can be complementary to projects otherwise supported by other mechanisms supported by the Ministry of Culture (support for creation, heritage, etc.). The projects supported in this context are, however, excluded from those that are the subject of a dedicated national or territorial call for projects (Eté culturel, C'est mon Patrimoine, etc.) or are supported by a national fund (FEIACA, FEAC).
To introduce the diversity of cultural practices to all inhabitants, regardless of their geographical, social, professional situation, regardless of their age, their origin, their appetites, organize a collective «go-to» approach In order to reach as many people as possible, these are the main objectives of the approach.

Examples of projects supported previously
The Territorial Innovation Fund supports innovative projects, introduced in their territories and engaged in a dynamic of citizen participation. In 2022, the year of its creation, this new fund allowed the drac to support nearly 150 projects for nearly €5 million across the country.
For example, the house of Courcelles, located in the communities of municipalities of Auberive, Vingeanne and Montsaugeonnais in the Grand Est region, benefited from the FIT to the tune of 25,000 € in 2022 and 2023.
The house of Courcelles, with 40 years of educational experimentation for children and young people, crosses a cultural, social and economic approach, ensuring retraining, creating jobs in a rural territory, establishing strong links with the village, welcoming in residence a baker, a beekeeper or a circus company or emerging companies in search of a place of creation. The Maison de Courcelles wishes that this new working environment, cradle of a successful hybridization of economic and cultural activities, can feed the work of creating an artistic team and help strengthen the links between culture and the inhabitants in this very rural territory. The FIT is supporting an artistic residency project for young audiences from 0 to 5 years old, inspired by meetings with the public of the House (young people in integration, volunteers, young people staying, colonies, discovery classes), the inhabitants and economic actors of the territory.
Theatrical and musical show by the company L'Envolée Furieuse (Cie personnes en situation de handicap). This company comes from the theatre workshop of the association Atout Brenne, in partnership with Cie Barda, for 12 years. Objectives of inclusion, questions about difference, valorization and fulfillment of adults with disabilities. Development of a new show around the puppet, travelling show, to meet many audiences: cultural places, EHPAD, schools, etc. Very interesting project, strong partners. Artistic quality and outreach to all types of audiences promote inclusion in a priority territory for the DRAC.
Choreographic project of the Cie Omnivion around the expressiveness of the body in the psychiatric hospital context, EHPAD, EME and the link with the outside world. The project also affects caregivers and all dancers who have the will to work on these subjects. This project looks back on 10 years of experimentation. Project very solid artistically and very structuring for the territory (choreographic workshops, performances in health places and outside, exchanges).
It is a device that allows the diffusion of light forms within the ESMS of the region. There is no financial contribution requested from the partners, only engineering and reception (meals, possibly accommodation) of artists who intervene 15 times within the institution (DRAC grant).
Examples of interventions:
- interventions by a circus artist and a plastic artist in a medical and social facility;
- interventions of opera artists in an addictology clinic.
In partnership with the Château Rouge stage in Annemasse and young people from the minor district of the Bonneville prison (UEMO ST Pierre-en-Faucigny).
Initially, writing and slam workshops were offered to young people with a professional in the sector. These workshops resulted in the production of short texts and the acquisition of slam techniques in order to oralize them. In a second step, these texts were set to music by the young people and the staff of Château Rouge, with the help of teaching kits specially designed to make electronic music.
Satellite project with the Cie le Bruit des couverts and two educational units of open environment and collective accommodation in Roanne and Saint Etienne.
This project consisted of two one-week residencies (one in Roanne and one in Saint-Etienne), during which young people were able to follow poetic and theatrical creation workshops and work on a monologue on the theme of the adolescent body. The residencies produced recordings of the youth and educators present, and their reflections and thoughts enriched the monologue.
Following the model of the Young Arthur series, created since 2017 in various priority education networks, the musical ensemble La Chapelle Rhénane conducted mediation work around the English composer Henry Purcell and in 2022 focused on the composer’s only real opera: Dido and Aeneas. Initiated in Mulhouse with the Kennedy Priority Education Network (CHAM classes CM1/ CM2 and from 6th to 3rd) and the Conservatoire (young choir), the Dis project thus made it possible to carry out a work of musical and choral learning as well as the approach of the spatial setting with children very far from the baroque aesthetic.
The final performances benefited a large number of students from the Kennedy Priority Education Network schools. These young spectators were able to take another look at the artistic work of their comrades and their commitment. Deployed between September 2021 and April 2022, this project, supported by the DRAC Grand Est, the European Community of Alsace and the City of Mulhouse, mobilized more than 130 young people from the Political Districts of the City of Mulhouse.
In Grenoble, in the heart of a Political District of the City, L'Espace 600 has developed the «Chantier ADOS: Mission Grand Air». Since 2019, young people from the neighborhood meet at the theater on a voluntary basis, curiosity, without registration, on Wednesday afternoons around the company Ariadne. In the end, 25 young people, aged between 11 and 20, have been working in synergy between Grenoble and Strasbourg for the past 5 years. Writing workshops, theatrical practice, exchanges, reflections allowed them to live great adventures, like the fact of presenting their own ADOS festival, by participating in the promotion, the reception and the organization, and by presenting their work with the artist Adèle Gascuel. The teenagers were also able to play their creation at the festival La Cour aux ados, organized by the Théâtre du Pélican in Clermont-Ferrand, see several shows created by other groups of young people, exchange with an audience of young people and adults conquered. In 2023, new projects are carried out: street art artists are inspired by the young people of the ADOS project to make the fresco of a neighborhood building, a new festival, performances in Strasbourg, a publishing project… This project is supported by DRAC Auvergne Rhône Alpes.
Communes Convergence Garonne and Réolais in Sud-Gironde.
The Communities of Communes Convergence Garonne and Réolais in South Gironde have collaborated to develop a joint project of Artistic and Cultural Education for children of their territory, from toddlers to teenagers, as part of their school and extracurricular activities. It is a question of proposing real paths combining discovery of works, practice time, meetings, whether in family, at school or in places of care for children and youth.
The Garonne and its landscapes are the geographical link that connects, «Au fil de l'eau» and the two partner communities. This project thus explores all the artistic and cultural fields but also scientific and environmental through the discovery of the performing arts, heritage riches and local landscapes. It also relies on the structuring facilities of the territories (cinemas, performance halls, public reading networks, music schools, etc.). The «Au fil de l'eau» courses are organized around several highlights in the year: shows, site visits, artistic practice workshops, training of children and youth professionals (teachers, early childhood professionals, facilitators, educators...).
«Au fil de l'eau» is part of a Territorial Contract for Artistic and Cultural Education (CoTEAC), whose partners are the DRAC Nouvelle-Aquitaine, the Department of Services, the Departmental Education of the Gironde (districts of La Réole, Langon, Gradignan, Sud Entre-deux-Mers), the Departmental Council of the Gironde as part of the «Departmental Plan of Artistic and Cultural Education of the Gironde» and its cultural agency, IDDAC.
