Strengthen the readability of major departmental policies and modernize the
operation of the central administration
Previously carried out by ten directorates, the Ministry’s activities are refocused on
four entities:
-the General Secretariat provides support and expertise to Directorates-General
and public institutions in budgetary, human resources,
legal expertise, European and international policy. He leads the
Departmental reforms and coordination of cross-cutting cultural policies:
arts education, research and innovation, studies and foresight…
-the Directorate-General for Assets defines, coordinates and evaluates the
the State in terms of architecture, archives, museums, monumental heritage
and archaeological.
-the Directorate-General for Artistic Creation, defines, coordinates and
State policy on performing arts and visual arts.
-the Directorate-General for Media and Cultural Industries
State policy in favour of the development and pluralism of
media, advertising industry, online content offering, industry
books and reading. It follows the activities of the National Centre
cinematography and animated images.
Clarify and simplify responsibilities and relationships with operators

Every major departmental policy is now well identified by a directorate
within the central administration. The supervision of 80 public institutions
The Department is also being clarified and strengthened. The Branches
strategic and scientific steering, while the General Secretariat oversees
administrative and financial institutions.
Optimize the operation of services
Each Directorate-General and the Secretariat-General are responsible for
LOLF (Organic Law on Finance Laws), notably in terms of
commitment to objectives and indicators.
This new organization, thanks to a tight management team
Minister, helps to steer and better identify sectoral policies
and cross-cutting issues in the Department’s organization.
The quality and responsiveness of the service provided by the central administration for the benefit of
cultural actors is improved. The expertise of the business and support functions is
strengthened with a view to proximity and appropriate operational response.
Reorganization of the headquarters of the Ministry of Culture and Communication
Initiated in December 2007, the reorganization of the Department’s headquarters took effect on January 13, 2010. This new organization, simplified and strengthened, allows a greater readability of the major cultural policies carried by the Minister of Culture and Communication, increases the strategic piloting capabilities of headquarters and clarifies the functioning of services.
