2015: Centenary of the birth of Marcel Landowski, musician, composer, first music director appointed by André Malraux in 1966. The music policy he is putting in place has sustainably included access to music for all as an objective of public action.
On the occasion of this anniversary and the publication of the Marcel Landowski. A founding policy of music education, 1966-1974 » by Noémi Lefebvre, PhD in Political Science, the History Committee organized a study day on March 17, 2015 at Sciences Po to raise awareness of this founding policy.
After a communication describing the situation in 1966, when Marcel Landowski took office, this day focused on how Malraux’s decision to create a full-scale direction gave a real boost to public music policy, In 1969, the Commission the 10-Year Plan ".
If Marcel Landowski gives an essential place to teaching, It strives to develop a global music policy by supporting creation and dissemination. In creating the Orchestre de Paris, he implemented his policy of supporting professionals. Similarly, he demanded that the works supported be performed. In the dynamics of decentralization, it organizes musical regions around conservatories and orchestras. He also developed a lyrical and dance policy. He became director of cultural affairs for the city of Paris (1977-1979), and there he found a magnificent field of action.
A round table moderated by Maryvonne de Saint Pulgent and bringing together personalities who worked around Marcel Landowski, the main aspects of this ambitious policy, which today leaves us with fruitful institutions and procedures that have fostered the development of French cultural practices.
