Attributions
In the Decree 95-770 of 8 June 1995 and the Decree 95-1217 of 15 November 1995, the Minister obtains certain competencies in architecture: supervision of the architectural profession (23,000 architects), schools of architecture (18,500 students) and promotion of architecture. The Minister still has to share with the Ministry of Equipment jurisdiction over safeguarded areas. The central and departmental services from the Architecture and Urban Planning Department are also transferred, as are the MIQCP (Interministerial Mission for the Quality of Public Constructions) and the French Institute of Architecture. Note also article 7 of the decree: "the Minister prepares and implements the government’s policy on press and audiovisual communication". The SJTI (Legal and Technical Information Service) attached to the Prime Minister, is available to the Minister of Culture and Communication.
By the Decree 96-235 of 21 March 1996, the General Delegation to the French Language (DGLF), until then simply made available to the Minister of Culture by the Prime Minister is placed under the direct authority of the Minister of Culture.
The Decree of 22 March 1996 confirms the return to Culture of all the powers transferred in 1978 to the Minister responsible for the Environment. The new architecture directorate covers three entities previously under the Ministry of Equipment: the teaching, promotion and profession sub-directorates, as well as the supervision of the departmental architecture services (SDA). Remain to the Equipment, a direction of the development and urbanism; to the Environment, the office of landscapes; to the Housing, the Plan construction and architecture.
The priorities of its policy
A desire to refound
Formed in March 1996, the Commission, chaired by Jacques Rigaud, consulted for six months with cultural and political actors on a reform of cultural policy. The report is delivered in October. The political alternation that put an end in 1997 to the government of Alain Juppé, will not allow the minister to follow the recommendations of this report.
A broad heritage policy
By creating the "Heritage Foundation" (Law of 2 July 1996), the minister has the will to "take charge of the modest heritage - the one that is not protected, registered or classified", or the heritage of proximity.
The Law of 28 February 1997 introduces an appeal mechanism for the decision of an architect of the buildings of France taken in application of the 500 m easement area around a historic monument, (Law of 31 December 1913 on protected areas). It also merges the Regional Heritage and Sites Colleges, as well as the COREPHAE in the Regional Heritage and Sites Commissions (CRPS). The CRPS give an opinion on the proposals for classification or inclusion in the supplementary inventory as well as on the projects for the creation of ZPPAUP (Architectural, urban and landscape heritage protection zone).
Support for cultural industries
Despite a vigorous fight, the minister failed to bring about the VAT cut on the record.
The fight against social and cultural exclusion
The Minister is personally involved in the launch of "29 neighbourhood cultural projects" and devotes a significant budget (20MF in 1995 and 40MF in 1996); each project will be sponsored by an artistic personality such as Sonia Rykel, Armand Gatti, Michel Le Bris, Paul Vecchiali, Ricardo Monserrat...
The ministry financially supports "12 arts education sites" (budget 5 ,7 MF in 1996) and a music action program is launched in hospitals.
He defends institutions (library, cultural center...) threatened by the mayors of cities administered by the National Front.
