Reception training and exchange programmes for foreign cultural professionals
The Ministry of Culture defines and implements the actions of the State intended to ensure the dissemination in the world of the French language, culture and artistic creation and to promote foreign cultures in France and intercultural dialogue. Among the actions undertaken to meet these objectives, 2 mechanisms have been created: the programs of the Courants du monde mechanism and the Rencontres Malraux
1. The programs "Currents of the world"
Why?
Labeled 'Currents of the world', the reception and training programs for foreign cultural professionals meet 3 objectives:
- share public policies developed by the ministry as well as the French cultural ecosystem;`
- build lasting networks of exchanges between professionals from around the world;
- promote the birth of partnerships between French and foreign cultural structures and between foreign structures.
Since their establishment in 1992, the World Currents have welcomed more than 3,500 professionals from all over the world.
For whom?
The Ministry of Culture proposes 3 separate programs: Culture Itinerary, Culture Stay and Culture Residence. They address to different audiences: middle-level cultural managers, senior cultural managers and institution managers responsible for developing projects with France.
How?
Cultural itinerary
Group seminars with a duration of 2 weeks, Cultural itinerary allows to apprehend, through round tables, visits and workshops, the cultural policies. They gather, in Paris and in the region, a fifteen middle-level cultural managers practicing within foreign ministries of culture or cultural structures.
Examples of themes addressed
Challenges and implementation of a policy on audiences – Culture and art in the public space – What digital strategy for a cultural structure? – Create and cooperate in the French-speaking world – Design and creation of an exhibition.

Séjour culture
Séjours individualisés d’une durée de 2 semaines, Séjour culture permet à des responsables culturels confirmés de bénéficier de conférences, rencontres et rendez-vous leur fournissant à la fois un contenu théorique (connaissances) et pratique (outils pertinents et utiles) dans le cadre de leurs fonctions pour la réalisation de leur projet professionnel.
A noter : Itinéraire culture et Séjour culture sont organisés 2 fois par an : une session pour les professionnels francophones est organisée à l’automne et une session au printemps pour les professionnels non francophones.
Résidence culture
Immersion de 1 à 3 mois au sein d’équipes administratives et scientifiques de structures culturelles françaises. Résidence culture a pour objectif de favoriser le développement de projets de coopération concrets et la construction de réseaux durables d’échanges. Il s’adresse à des professionnels exerçant des responsabilités aussi bien de gestion que de management, de développement des publics, etc. dans leur établissement d’origine et désireux de développer un projet professionnel concret avec l’établissement d’accueil en France.
A noter : les artistes, étudiants, enseignants et chercheurs ne sont pas éligibles aux programmes Courants du monde ni les agents du réseau culturel français à l’étranger (services culturels des ambassades, alliances françaises) qui bénéficient d’autres formation proposés par l’Institut français.
Parcours de collections
Dans le cadre de Courants du monde et de sa déclinaison Résidence Culture, le ministère de la Culture propose depuis 2022, un nouveau programme appelé Parcours de collections. Il a pour objectifs de mettre en place et de développer des études conjointes sur l’histoire et le parcours de certains objets et collections conservés en France notamment connaître la manière précise et documentée dont ils sont entrés dans ces collections. Il est dédié de manière prioritaire, bien que non exclusive, au continent africain.

And after?
The Ministry of Culture wishes maintain a link with the participants in the World Currents programs and also facilitate exchanges between these professionals. It is to respond to this desire that an Alumni platform has been set up. This network is accessible to all participants upon their return to the country of origin.

2. Malraux meetings
Why?
The French experience in cultural policies and cultural management is of interest to many partner countries. The exchange of experience between professionals from different geographical backgrounds is a source of inspirations for rethink existing practices and frameworks. It is this observation that led the French Ministry of Culture to create in 1994 the Rencontres Malraux, reflection seminars abroad.
For whom?
The Rencontres Malraux are mainly aimed at institutional officials (ministries of culture or related structures, cultural institutions contributing to the implementation of cultural policies at the national or regional level). This programme involves, on the French side, experts from the Ministry of Culture, its public institutions, partner cultural structures, other ministries or local authorities.
How?
The Rencontres Malraux are most often implemented jointly with countries engaged in profound reforms of their cultural policies (creation of a Ministry of Culture, reorganization of the cultural administration in a transitional phase, reflection on the reorientation of cultural policies, creation of new cultural facilities, etc.).
Organised at the request of the third country (Ministry of Culture or assimilated national institution), these meetings constitute key steps for the structuring of partnerships.
Of a duration of 2 to 3 days, they come in the form of conferences, debates and workshops associating French specialists and from the inviting country (political and administrative officials, professionals, academics). The themes are proposed by the host country authorities and the programme then established by mutual agreement.
Examples of themes addressed
Cross-cutting issues: Missions and organization of a ministry of culture – Cultural decentralization – Financing of cultural policies – Cultural legislation – Public policy in major cultural facilities.
Sectoral issues: Support for film and audiovisual creation – Training in heritage professions – Digital challenges for artistic creation – Urban development and enhancement of built heritage.
In 2019, the Ministry of Culture organized a seminar on art in the public space in India and a seminar on the cultural tourism in Cuba.
Note: The use of translation of written documents as well as interpreting allows, in non-French-speaking countries, to widen the public.
