Since Law No. 2016-925 of 7 July 2016 on the freedom of creation, architecture and heritage (CASL) legislation, the remarkable heritage sites (SPR) replace the architectural and heritage areas (AVAP), the Urban and landscape architectural heritage protection zones (ZPPAUP), as well as the safeguarded areas.
A remarkable heritage site protects:
- towns, villages or neighbourhoods whose conservation, restoration, rehabilitation or enhancement is of historical, architectural, archaeological, artistic or landscape interest;
- rural areas and landscapes, which together with these towns, villages or neighbourhoods form a coherent whole or which are likely to contribute to their conservation or development.
A remarkable heritage site is subject to two management plans:
- the safeguarding and development plan (PSMV - L.631-3 of the Heritage Code and L.313-1 of the Planning Code);
- the architecture and heritage development plan (PVAP - L.631-4 of the Heritage Code).
A local commission composed of representatives of the State, local elected officials and associations is responsible for the preparation, revision or modification of these management plans.
All works that modify the exterior appearance of buildings (built or not) and elements of architecture and interior decoration (possibly protected by a PSMV) are subject to the agreement of thebuilding architect of France (ABF):
- historic monuments located in a remarkable heritage site are not covered by this system of works and only the regulations relating to works on historic monuments are applicable to them (Article L.632-3 of the Heritage Code);
- the approach protection is not applicable to buildings located within a remarkable heritage site.
