What is cultural tourism?
Tourism is one of the main modes of access to culture and cultural practices. As such, the Ministry of Culture is attentive to the provision of services promoting the appropriation and understanding of cultural places, essential to the tourism ecosystem and cultural democratization and the transmission of knowledge. He signed on January 19, 2018, with the Ministry of Tourism, a national framework convention on cultural tourism continuing a triple objective: access to culture for all; the cultural development of territories; the increase of the tourist economy of destinations.
Cultural tourism in the Ile-de-France region
Until the health crisis, the Île-de-France region was the world’s leading tourist area, with culture being the main motivation for the stay. Despite the economic difficulties, there is still a situation of exacerbated international competition and more than 80% of visitors to the region are visitors who renew their stays.
Île-de-France has a rich cultural, heritage and artistic offer throughout the territory. However, visitors focus on a few key sites in Paris and the Palace of Versailles. Further developing this regional potential, with particular attention to areas further away from traditional tourist flows, would make it possible to:
- better irrigate the territory
- to help French and international tourists discover or rediscover the rich heritage and culture of the Île-de-France region
- make all Ile-de-France residents discover or rediscover the regional heritage.
This objective is also part of the perspective of the 2024 Olympic and Paralympic Games where 15 to 20 million visitors are expected.
For this purpose, and following the first Rencontres franciliennes Culture and Tourism which took place on Tuesday, December 6, 2022 at the Institut de France, the Regional Directorate of Cultural Affairs (DRAC) and the Regional Tourism Committee (CRT) signed a triennial agreement in order to continue and deepen the dialogue between tourism and culture professionals in Île-de-France. The two annual exchanges that will be offered to all stakeholders will address topics such as the quality of the offer, the knowledge and development of audiences, the strengthening of the attractiveness of professions and the professionalization of actors, innovation, sustainable development. They can take various forms: workshops, conferences, innovative challenges, or any other format adapted to the subject.
In addition, the DRAC supports initiatives that will enhance the promotion and attractiveness of the cultural tourism offer, in particular that of territories or sites currently less frequented by optimizing the quality of visitor reception.

ATTENTION, one-off projects, especially festivals, are not considered. Festivals can submit a grant application under the Festival Support Fund.
Eligible projects must meet all or part of the following objectives:
- Strengthen the understanding of the cultural heritage site (the term heritage is understood here in all its diversity: architectural, urban, archaeological, ethnological, intangible, historical monuments, museums, parks and gardens) or territory with a unique cultural unit, in particular through a mediation offer and a reception contributing to a better appropriation of the place by the visitor (cultural signage or mediation, development of visit paths, digital tools, etc.)
- Reinforce or differentiate the identity of the sites or territories concerned and develop their attractiveness and attendance
- Be part of the Ile-de-France cultural offer, particularly through the development of partnership projects
- Enhance and promote the cultural wealth of the territories in particular through projects that accompany the emergence and structuring of new tourism sectors such as historical tourism, knowledge tourism-cultural industries, itinerant cultural tourism
- Strengthen the qualification of cultural and tourist actors on the different dimensions of cultural tourism to optimize the reception and support of visitors in the discovery of cultural places and territories (in particular through joint trainings, workshops, internships, online courses bringing together actors from both sectors).
ATTENTION: One-off projects, especially festivals, are not considered. Festivals can submit a grant application under the Support fund for festivals.
Beyond the relevance of the projects, particular attention will be paid to the ability of the projects to take into account all or part of the following criteria:
- Consideration of all audiences in their diversity: domestic, foreign – including distant destinations – early childhood and youth, families, learned or neophyte visitors;
- Consideration of areas far from major tourist flows with a view to rebalancing (rural areas and the Grand Crown);
- Inclusion in a sustainable tourism approach, in particular by involving the local population (inhabitants and professionals) and by offering interoperable and sustainable cultural and innovative tools;
- Implementation of a communication on the new offer (provide an external and on-site communication plan);
- Implementation of a project monitoring and evaluation protocol from the outset of the project.
Procedure
The support of the DRAC Île-de-France to projects, excluding training of actors, is capped at € 15,000 per file and cannot exceed 50% of the cost of the project.
For support to the training of actors, the grant is capped at € 8,000 and cannot exceed 30% of the cost of the project.
The award of the grant, for projects selected by the commission, takes place in the third quarter of 2024.
Beyond the relevance of projects, particular attention will be paid to capacity
projects to consider all or part of the following criteria:
- Consideration of all audiences in their diversity: national, foreign –
including distant destinations – early childhood and youth, families, learned visitors or
neophytes; - Taking into account areas far from major tourist flows in order to
rebalancing (rural areas and the Grand Crown); - Inclusion in a sustainable tourism approach, notably by involving the
local population (inhabitants and professionals) and by offering cultural and
innovative, interoperable and sustainable; - Implementation of a communication on the new offer (provide a plan for
external and on-site communication); - Implementation of a monitoring and evaluation protocol from the outset of the project
project.
Prior to filing the file the structure must request an appointment. The DRAC may also, after the submission of the application, request a meeting with the project holder.

Projects previously supported
- Amount of grant paid: €15,000
- Maubuisson Abbey creates a digital tour to offer visitors the opportunity to understand the place and its history despite the disappearance of a large part of its buildings, used as a stone quarry in the nineteenth century. The new offer also makes it possible to create a link and a circulation between the visitors of the park and those of the art center by valuing a rich and unsuspected knowledge.
- Amount of grant paid: €15,000
- The City of Mantes-la-Jolie proposes the creation of a cultural and tourist interpretation route to discover the heritage treasures of the historic heart, whether emblematic or unknown. The aim is to encourage visitors to explore the city centre on foot by following a permanent route marked with different supports (orientation plans, explanatory signs, nails).
- Amount of grant paid: €13,000
- Through the creation of an application, allow each inhabitant or visitor of the city to stroll on the historic sites and/ or identified as cultural resources by appropriating the history of the city through the art of stained glass, the stained glass window illustrating both the religious history, the industrial past of the city and the modern and contemporary creation of the artists sought. The course puts the spectator in action, allows him to wander and start with the site that suits him.
- Amount of grant paid: 8,000 €
- Affix QR codes near the small communal heritage (wells, wash houses, drinking bowls, historical and cultural curiosities...) in the 21 municipalities of the territory of Val d'Essonne to allow visitors to discover in an innovative way the local history. For visitors less sensitive to digital, brief descriptive information of the place complete the QR code.
The Museum of the Great War in Meaux offers a digital mediation device to accompany the acquisition of two wagons of the Great War in the museum park. This is the creation and development of an augmented or virtual reality project to immerse the visitor in railway history by showing the use and use of these cars, giving technical information and telling the history of the rail and its challenges in 14-18.
