What is the Overseas Arts and Cultural Exchange Fund (FEAC)?
Funded on a par with the overseas ministry, the Fonds d'aide aux échanges artistiques et culturels (FEAC) supports Ultramarine artistic productions by covering part of their transportation costs of people and materials, necessary for projects contributing to:
- the circulation of artists, creators (including crafts, know-how and design)
- the creation and dissemination of works, performances and cultural and intangible heritage in general
- the holding of cultural events
- the implementation of training actions for the professionalization of artists and cultural actors, art research, and engineering needs
The scheme also makes it possible to finance bilateral cultural exchanges between the overseas territories on the one hand and the countries in their geographical zone, the metropolis and the rest of the world on the other.
Objectives of the approach
In setting up the FEAC in 1999, the Ministries of Culture and Overseas Departments pursued an ambitious twofold objective:
- promote the dynamism of ultramarine creation around the world
- promote mutual enrichment between artists from all backgrounds
The grants granted make it possible to erase the distances between territories that are sometimes very far away, thus helping to remove one of the main obstacles to the development of artistic and cultural exchanges.

Applications can come from ultramarine or metropolitan structures.
Private companies are not eligible.
Projects must contribute to:
- the circulation of artists and creators
- the creation and dissemination of works, performances and cultural and intangible heritage
- the holding of cultural events
- the implementation of training actions for the professionalization of artists and cultural actors, art research, and engineering needs
Preference will be given to projects:
- which propose a partnership between several artists/creators or cultural structures
- having never obtained assistance from the FEAC
- which integrate a component of artistic and cultural education or territorial solidarity
The FEAC supports some of the transport and material costs of the winning projects.
The aid cannot be regarded as an operating grant.
Procedure
The device is endowed with an amount of € 1,000,000, divided in two between the Ministry of Culture and the Ministry delegated to Overseas, in two times (€ 500,000 per commission).
The amount of the grant, calculated according to the budget of the project and decided in committee, not exceed 40% of the total cost of the project.
Projects funded under the fund are selected by a panel composed of representatives from both departments. This committee, which meets twice a year, relies on the opinions and expertise of the cultural affairs departments or other representatives of the State in the overseas territories concerned. It also relies on the competent artistic creation inspector or inspectors in the scope of the project.
The grant is paid as follows:
- Deconcentration of credits to DRAC, DAC, MAC, DCJS for the Ministry of Culture
- Direct payment to grant recipients for the Ministry of Overseas Affairs
For the Ministry of Culture, the DRAC pays the grant to the applicants in one go.
For the Ministry of Overseas Territories, the appropriations shall be paid out after the decisions on the award of grants have been signed.
Projects are selected based on the following criteria:
- the existence of an exchange between the overseas communities and/or the metropolis and/or the international
- the nature and artistic quality of the artistic and cultural projects carried out by the DAC/MAC
- the professionalism of the team and/or stakeholders
- the ratio of grant amounts requested by artistic and cultural structures and the economic relevance of the project
- the opinions of the artistic and cultural advisors of the territories
- their coherence with national and territorial cultural policies
- the dates of the actions
- consideration of the eco-responsible and sustainable dimension
- whether there is an arts and cultural education component
- the contribution to cultural development
Not subject to Decision Committee review:
- incomplete files
- projects that do not meet the criteria of the FEAC’s constitution
- records filed after the filing deadline
- records filed after the project completion date
The examination of files takes place in two stages: at territorial level Training is managed by Cultural Affairs Directorates (CAD/RDCA) and Cultural Affairs Missions for Overseas Communities (MAC); nationally the investigation is managed by the National Commission.
First committee
- Application deadline: 26 January 2024, 23:59 (Paris time). No record may be filed or considered after that date.
- The committee will meet on March 5, 2024.
- Announcement of results: on Simplified Procedures, no later than 3 months after the holding of the Review Board of grant applications.
Second commission
- Applications open: 15 March 2024
- Application deadline: 05 May 2024, 23:59 (Paris time). No record may be filed or considered after that date.
- The committee will meet on June 25, 2024.

Examples of projects supported previously
Amount of the grant: 7.000 €
For more than 20 years, FEAC has supported the Association of Publishers of Tahiti and Islands in the organization of book fairs in different Pacific islands (Tahiti, Marquesas, Austral Islands, leeward islands, etc.).
Recently, FEAC also contributed to the creation of a writing residency.
Amount of grant: 12.000 €
Ambassador of a contemporary and mixed dance, the Parisian company Difé Kako strives to forge links with audiences in the Caribbean, Africa and France in particular through the Kréyol Month festival, supported by the FEAC.
Amount of the grant awarded to the partner: € 15,000 for three projects
Thanks to the FEAC, which covered part of the transport costs of the fifteen actors, the company Great Itinerant Theatre of Guyana was able to play his latest creation Bernarda Alba from Yana in the Antilles, at the Festival d'Avignon Off and then in a Parisian theatre.
- Amount of grant paid: 5,000 euros.
- This is the organization of creative residencies for Antigone, on the territory of Reunion.
